Elmendorf entertains ideas for another home subdivision

ELMENDORF -- Subdivisions, sewers, potholes, and calendars were the order of the day at the Elmendorf City Council meeting Jan. 11.

As the first meeting of 2007 began just after 7 p.m., the meeting was opened to citizen participation.

The first to address the council was John Hayner of Hayner Ranchland Sales. According to Hayner, he was there on behalf of himself and a company by the name of Corporate Properties. Together they are interested in purchasing 120 acres in the Elmendorf area, on which to build a 500-600 home subdivision.

Hayner touched briefly on what they hoped to accomplish with the subdivision, but then quickly turned his attention to possible roadblocks.

According to Hayner, the sewer requirements necessary to support such a subdivision are currently unavailable. The facility that will handle Butterfield Ranch, for example, is unable to handle this proposed subdivision as well. Hayner indicated he felt funding would not be available through the city of Elmendorf for such a project, and therefore suggested that steps be taken to secure state and federal grants as a means to pay for the sewer system.

Hayner said the grants would seek money to provide all of Elmendorf with a new sewer system, not just the new subdivision. He said that it would not be a requirement for those with septic systems currently to utilize the sewer, but that it would be available at no cost to the residents.

After brief discussion, it was decided that Mayor Thomas Hicks would attempt to contact the San Antonio Water System, San Antonio River Authority, and an engineering firm to begin discussions as to whether these projects are feasible. Hayner reaffirmed that no land has been purchased at this time, but that they are merely exploring the option of the subdivision.

Elmendorf residents, along with Wilson County Commissioner Albert Gamez Jr., then addressed the council with regard to maintenance along C.R. 163. According to residents, neither Elmendorf nor Bexar County is claiming ownership of the roadway, and maintenance is desperately needed. Gamez indicated that he has received complaints about the road, but is unable to resolve any issues outside of Wilson County. Mayor Hicks indicated that he would have City Attorney Humberto “Beto” Saldaña check into legal ownership of the road, and they would then proceed from there.

The city council then addressed court and council meeting schedules for 2007, along with the proposed holiday schedule. By unanimous decision all were approved.

The mayor then advised the council that Texas Rail Relocation and Improvement Funding was seeking approval and support by the city of Elmendorf. The mayor reassured council members that this was not connected to a tollway, but rather applied to the railroads alone. Support was approved, again by unanimous vote.

As Hicks provided the council with his update on the Community Development Block Grant, he indicated that City Public Service had been given a Jan. 15 deadline. Hicks reminded the council that there have already been several missed deadlines, and that the project actually stands as Bexar County’s oldest.

Hicks further advised the council that Bexar County Commissioner Tommy Adkisson had recently been contacted about the ongoing delays. Adkisson reassured Hicks that if the issue was not soon resolved, he and Bexar County Judge Nelson Wolff would become involved in the project’s resolution.

Hicks concluded by saying that he did not know as much as he had hoped, but that he was “not letting up.” Upon request, Hicks advised the council that the grant money available stood at $527,000.

The council moved to executive session at approximately 8 p.m. At about 8:30 p.m., Councilman R.M. “Andy” Anderson left the building with no comment to those waiting outside the closed proceedings. Shortly after Anderson’s departure, Councilman Tom Green departed with no comment.

Hicks and Saldaña, along with councilmen Jesse Palomo, Richard Rodriguez, and Linda Ortiz, remained in closed session until approximately 8:55 p.m. As the meeting returned to open session, the mayor advised that there would be no discussion or action regarding the matters of closed session.

Police Chief A.D. Carroll then addressed the council, advising them where he had been for the majority of the week. Carroll had been invited to attend a workshop for police chiefs from across the state. Their goal was to determine what training and knowledge would be required of incoming police chiefs in Texas. Carroll said the experience was both rewarding and informative. He also indicated that he had received information on acquiring new police cruisers, and would soon be checking into that possibility.
