Harmony firefighters oppose emergency services district

ELMENDORF -- In approximately one hour, the city council held a public hearing on a proposed annexation and addressed a full agenda in a regular scheduled meeting April 12.

The second public hearing on the proposed annexation of two tracts of land, one of 6.69 acres and one of 13.73 acres, both straddling the Bexar and Wilson county line near the city, was opened and concluded in short order when no one addressed the council on the issue. The first public hearing was held March 29.

Councilmen Tom Green Jr., Jesse Palomo, Richard Rodriguez, and Linda Ortiz, along with Mayor Thomas P. Hicks heard from citizens and the Harmony Volunteer Fire Department (VFD) on several issues concerning the city. Councilman Andy Anderson was absent.

Harmony VFD Chief James Friant advised the council on a proposed emergency services district (ESD) in the Eagle Creek area, which might impact emergency services in Elmendorf if it is approved.

“We don’t think this is the way to go. The new district would take tax dollars from new homes in the proposed area for firefighting,” Friant said. “They’re not looking out for what’s right for the community.” He said the new district might affect how and where his department could respond to homes and businesses in proposed new subdivisions in Elmendorf’s extraterritorial jurisdiction.

Hicks confirmed the city had already been approached to provide information on this subject, such as maps of Elmendorf and areas covered by the different emergency services in the area.

Police Chief A.D. Carroll confirmed his department has applied for a grant to replace its three cruisers. Several previously owned vehicles are available from a supplier of law-enforcement vehicles for a confirmed total of $59,623.89. The price will include all the necessary equipment, and the dealer is prepared to swap equipment from the department’s current vehicles into its new ones. A lease program with payments of less than $1,200 per month for five years has been proposed, and the department can purchase the vehicles for $1 each at the end of the term.

On the state of the de-partment’s current vehicles, Carroll told the council, “I’ve got a cushion from a kitchen chair on my seat so I don’t fall through!” On any given day, he said, at least one of the vehicles is off the road for service.

A unanimous vote by the council approved the proposed purchase with the grant money.

Ruby Hyatt asked about water safety and received assurances that the city’s water is safe, as it is purchased for consumption from the San Antonio Water System. The question arose from the current lack of a city employee licensed in water safety. The city is recruiting a replacement.

JoNell Williams and Ruby Hyatt revisited the issue of animal control in the city. Council members discussed reinstating an animal control policy and facility in Elmendorf. Hicks advised of progress to date with a holding facility, which includes the installation of a septic system. The city will continue with construction as funds allow. City maintenance employees will receive training and certification will be required to administer euthanasia for dangerous or ill animals as needed. According to Hicks, the city may also pursue mutual-aid agreements with nearby communities experiencing animal-control issues.

“St. Hedwig, Somerset, and China Grove are all dealing with animal control issues. We are ahead of all of these on this issue in establishing a facility,” Hicks said. “No one anywhere around here -- La Vernia, Floresville -- has a facility to address this.”
