FLORESVILLE -- In an effort to curtail an increase in drug activity in the city, the Floresville Police Department is increasing its enforcement actions toward dealers and users of illegal drugs.

Police arrested 24-year-old Floresville resident James Pacheco Feb. 21 for possession of 11 ounces of marijuana. Police had been given consent to search Pacheco’s home and found the marijuana, along with several other items, including scales, a rolling machine, and $415 in cash inside a locked box hidden in Pacheco’s dresser drawer. Also seized was a Ford F-150 pickup truck, which police allege Pacheco used to sell and distribute the marijuana.

“We received information that he was selling out of his house and vehicle,” said the arresting officer, Daria Fowler. “We observed him going back and forth from the pickup to the house all day long.”

Shortly after Pacheco gave Fowler and Officer Daniel Small Jr. permission to search the home, the situation inside became quite apparent, Fowler said.

“I could smell [the marijuana] from the door,” she said. “It wasn’t burned. I could tell it was fresh.”

While the total street value of the seized marijuana is uncertain, Small said one-half ounce typically sells for approximately $20.

“We also found some ‘roaches’ in the vehicle he was seen in, a 1994 Ford F-150,” Small said. “The vehicle has been impounded.”

Pacheco was charged with possession of more than 4 ounces but less than 5 pounds of marijuana, which Small said is a state-jail felony. If convicted, Pacheco could be sentenced to 180 days to two years in jail and be ordered to pay up to $10,000 in fines.

Suspicious activity outside Big Dan’s bar in the 1100 block of C Street Feb. 15 led to the arrest of Bernadad Moreno, 37, of Floresville. Small, who was the arresting officer in her case, said a man standing outside the bar appeared to be signaling vehicles away from the building because police were inside performing a liquor-license check. Small pulled over one of the vehicles in the 1500 block of Sixth Street because of vehicle equipment violations, including no license plate and an obscured license plate. Upon being given consent to search the vehicle by Moreno and the male driver, Small found three baggies of methamphetamine with a total weight of 0.7 grams and one small bag of cocaine weighing 0.3 grams inside Moreno’s makeup bag.

Moreno is charged with two counts of possession of a controlled dangerous substance less than 1 gram. Small said each charge is a third-degree felony. If convicted, Moreno could face two to 10 years in a state prison and be required to pay up to $10,000 in fines for each count.

Assistant Chief Andy Joslin, a former member of the now-defunct 81st Judicial District Narcotics Task Force, said he has noticed a recent increase in narcotics activity within the city but is unsure why.

“As a result, enforcement by officers has increased,” Joslin said. “There has been talk of us devoting more time to narcotics enforcement on an as-needed basis. We’re looking to obtain grant funding from Congressman [Henry] Cuellar’s office.”

Other solutions currently being discussed by local officials include the possible deployment of tactical teams and bicycle patrols in high crime areas.

“We’re taking a proactive approach,” Joslin said.
