ST. HEDWIG -- Residents are concerned about a dirt-bike track, established illegally within the St. Hedwig city limits. Noise and dust from the track are causing problems for some residents.

“We are in fear of spring break and summer,” resident Ruth Sebring told council members during their March 5 meeting. “Tony [who built the track] does not care about the noise or dust. We have no barriers, such as trees, between us and the bikes.”

Sebring said noise and dust from the track disrupt residents’ lives until 8 p.m. most days. One resident has erected a privacy fence to limit the problems for his family.

“It’s important that we shut this man down,” Sebring told council members Francisco Arevalo, Justin Jones, Dwayne Padalecki, Susann Baker, Walter Wyrwich, and Mayor Mary Jo Dylla.

St. Hedwig Compliance Manager Kathy Palmer said the city wrote the track’s owner, advising the track is illegal and must be closed and deconstructed by March 8.

Continuing with vehicle and transportation topics, Palmer said a mobility plan for the city is being prepared for inclusion in the city’s master plan. It will be presented to the Texas Department of Transportation (TxDOT) to facilitate roadwork and improvements in the future.

“San Antonio does not have a master plan, therefore no way of controlling growth,” Palmer said. “We do.”

The council also resolved to proceed with the federal Off-System Bridge Program through TxDOT for repairs to the Martinez Creek bridge in the city limits. TxDOT will perform bridge construction over Martinez Creek, and the city will complete TxDOT-approved work elsewhere in exchange.

Members also approved an interlocal agreement with Bexar County to enforce the city’s subdivision restrictions within the St. Hedwig extraterritorial jurisdiction (ETJ). The city’s restrictions are more stringent than Bexar County’s, Palmer said.

“Currently, there are 7,000 acres in the county in our ETJ that we can’t control,” Palmer said. “We have several large tracts of 200-plus acres in our ETJ up for sale. There is nothing to protect us from someone turning them into subdivisions.”

She recommended a similar interlocal agreement with Wilson County for land within the city’s jurisdiction.
