ELMENDORF -- The city council in Elmendorf is short one member after Mayor Thomas Hicks received and accepted a letter of resignation from Jesus “Jesse” Palomo last week.

Palomo, not present at the regular city council meeting Aug. 13, stated in his letter to Hicks that he was no longer able to effectively serve the council or citizens of Elmendorf. Palomo’s resignation was effective immediately.

City Attorney Paul Gonzalez then presented the council with a number of options to replace Palomo as alderman, place 3. Councilmen Tom Green Jr., Linda Hall, Linda Peña-Ortiz, and Peggy Stephens eventually decided to “appoint” someone to serve out the remainder of Palomo’s term, set to expire in May.

Citizens interested in filling the vacancy should submit a résumé to the office of the city administrator, Cody Dailey. Qualified candidates will be notified and interviewed by the council at a special meeting planned for Thursday, Aug. 27.

In other business, the council held a public hearing to discuss a project meant to lessen the city’s dependence on the San Antonio Water System. The addition of new water wells and a groundwater treatment plant are all part of the plan. Eric Schultze, a representative of Southwest Engineering, provided the council with an update on exactly what would be covered under the new system.

The long-term project is estimated to cost $1.6 million. Approximately $600,000 to $700,000 is expected to be received through grants from the U.S. Department of Agriculture, and up to $1 million is expected to be borrowed on a 40-year loan. Council members gave Hicks approval to sign the loan-request documents, and indicated they do not expect an increase in usage rates.

The council also discussed and agreed to hire Petra Reyna of Reyna & Associates to assist the city in acquiring grants and loans to fund the new proposed municipal building. Reyna has assisted the city in obtaining grants in the past. Dailey advised council members that money was available in the budget to cover these expenses.
