William “Bill” O. Fail, 95, of Chanute, Kan., passed away Wednesday, Aug. 3, 2011, in the Neosho Memorial Regional Medical Center in Chanute. Bill was born in Rest, Kan., on Oct. 18, 1915, to George Roy and Bessie M. Ramp Fail. He attended Altoona schools. . . .
