FLORESVILLE -- “The citizens of Floresville have been, and will continue to be damaged by the conduct of Defendant, through Defendant’s dissemination of material misstatements about the city budget” is one of the five statements contained in a request for injunctive relief, which is part of a lawsuit filed in the 218th Judicial District court by Wilson County Attorney Russell Wilson. Floresville City Manager Andy Joslin is the defendant in the suit, which was filed at 11:55 a.m. Nov. 7.

The nine-page document, Cause No. 11-11-00676-CVW, alleges that Joslin “has neglected or abused the trust confided in him” as Floresville city manager, by preparing budget documents that do not accurately reflect the state of the city’s finances.

For instance, Wilson alleges that a budget worksheet dated Aug. 23, 2011 -- which is posted on Floresville’s official website -- indicates the city had received -$19,701 in streets-maintenance sales-tax revenue from the state comptroller’s office, while the comptroller reported allocating $202,144 to the city, which is “a difference of 110 percent.”

I hope the charges against Joslin are more accurate than the math in the sales tax reporting difference according to the county atty. See I think that the difference between -$19,701 and +$202,144 is a little more than 110%,... More ›
