The three judge federal panel hearing the redistricting case today ordered that primaries be conducted on May 29, 2012 and that Congressional Plan C-235 be used for the 2012 elections. Plan 235 is patterned largely on the compromise of a few weeks past, Plan 226.

“This is a significant victory for the Hispanic community and for Democrats; Plan C-235 creates two new Hispanic Districts and increases the number of Hispanic Congressional Districts from 5 to 9” said Rolando Rios, the attorney representing Congressman Henry Cuellar in the litigation. Further, “it increases from 9 to 12 districts in which a Democrat is likely to be elected” continued Rios. The plan ordered by the court was agreed to by the State of Texas, the Latino Task Force, Texas LULAC, Southwest Voter Registration Project, the Mexican American Legislative Caucus and Congressman Cuellar.

This is a historic event since it is the first time the State of Texas has ever agreed to create Hispanic Districts. This decade, as in the past three decades, the growth of the Hispanic Community was the primary reason Texas was given more congressional districts; however, this is the first time the State of Texas acknowledged the growth by creating more Hispanic Districts.

The agreed to plan is also good news for South Texas because it creates six congressional districts that will be solidly anchored in the South and West Texas border. This provides an excellent opportunity to address on a federal level the significant and unique issues concerning the border area.

Congressman Cuellar was the only Texas Democrat to agree with the civil rights groups to advance representation of Hispanics. “Congressman Cuellar is to be complemented for his leadership and position of principal” said Rios.

Because of the court’s order today, much of the election schedule for the State of Texas is preserved and split primaries will be avoided. “Split primaries would have been a disaster costing millions of dollars and voter fatigue -- we are very happy the court accepted the agreement that was proposed by some of the parties’ said Rios.
