FLORESVILLE (revised) -- A temporary employee from Accountemps has been enlisted to watch over Floresville’s finances.

Floresville City Manager Andy Joslin said in a report presented during the Floresville City Council’s Feb. 23 meeting that the city has contracted with the firm to provide a comptroller on an interim basis. Joslin referred to the position as a “controller,” stating that a “comptroller” usually is a state-level employee.

Joslin said accountant Thomas J. Smith will work in this capacity for an average of 35 hours per week. Based on that amount of time, the city will pay Accountemps $1,678.75 per week for Smith’s services until April, when Joslin said he will re-evaluate the matter.

Joslin also included a job description for the comptroller, which was one of five directives that the council gave Joslin at its Jan. 26 meeting. In his report Feb. 23, Joslin told Mayor Daniel Tejada and councilmen Mario Morones, Johnnie R. Gomez, John W. Guerrero, and Sherry Martinez Castillo that he accomplished all five goals. The remaining four were:

•An audit of all city agencies. Joslin said that Jesse Perez of the Floresville Economic Development Corp. turned over all financial records, which were delivered to City Auditor Pat Wagner.

•No moratorium on development. Joslin said he has not requested a moratorium on any development in the city or its extraterritorial jurisdiction. He continues to monitor water and wastewater demands.

•Preliminary master plan. Joslin said studies about the present and future condition of the city’s wastewater treatment plant are ongoing. (For more, see related article, this page).

•Publish all figures related to the 2012 fiscal year budget. Joslin provided a listing of cash balances for all of the city’s funds, which indicate that the city has a total of $999,024.86 in reserve cash on hand.

Also during his report, Joslin indicated that he is working toward a new organizational chart for the city’s department and employees. This includes department heads, which currently are existing city employees serving in that capacity on an interim basis for no additional pay. Floresville 4A Corp. Marketing Director Carolyn Palacios is serving as parks and recreation director, city Constituent Liaison Sherry Pollok is serving as administrative services director, and streets department supervisor Rudy Vasquez is serving as public utilities director.

In other business, the council:

•Approved a burned veteran discount rider for customers of the Floresville Electric Light & Power System. See “Burned vets can get cheaper electricity from FELPS,” Dec. 7, 2011.

•Reached a consensus to allow Joslin to negotiate with the Floresville Chamber of Commerce about reallocating some of the city’s hotel/motel tax proceeds to the Floresville Tourist-Visitor Center.

•Received an update on cemetery maintenance and pest control needs from Virgil Russell of the Floresville Cemeteries Restoration Association.

I have always heard that money and power corrupt. The Floresville City Council is an example of how corrupt an entity can get. And that's in addition to being stupid.
