Residents, commissioners oppose separation facility

Complaints from landowners living along S.H. 97 East between Floresville and Stockdale have led to the Wilson County Commissioners Court opposing a proposed commercial oil and gas waste-separation facility, with commissioners passing a resolution at their March 12 meeting.

Pam Strozier, who owns property adjacent to the site, spoke during the public comment portion of the meeting. She said HJ Integrity Investment LLC’s application to the Texas Railroad Commission contains several flaws. Among them, Strozier said, there is no information about liners or monitoring, and not enough consideration has been given to the danger such a facility could pose to the nearby Cibolo Creek and San Antonio River.

County Judge Marvin Quinney cited Strozier’s research as the reason commissioners Albert Gamez Jr., Paul Pfeil, Ricky Morales, and Larry Wiley voted to pass the resolution opposing the plan. He thanked Strozier for her fact-based argument that was not based on “innuendo.”

According to the railroad commission’s website, “an oil and gas waste separation facility is a facility where oil and gas waste is separated into its solid and liquid components prior to its disposal.” Typically, liquid waste is deposited into an injection well, while the solid waste goes to a landfill.

Also during the meeting, the commissioners voted to allow the Sam Fore Jr. Wilson County Public Library to proceed with its application for the E-Rate Internet grant. Library Director Nicki Stohr said the library has benefited from this grant for the past 13 years. If the library is again approved, the county’s cost for 10-megabyte fiber-optic Internet service from Time Warner would be reduced to just $195 per month.

Another cost-saver approved by the commissioners involves the purchase of two balers from Comal County, which would be used to help establish a residential recycling program. Wiley said purchasing each unit new could cost as much as $10,000. But Comal County, which has outgrown the units, agreed to sell the pair to Wilson County for just $10.

In other action, the commissioners:

•Voted to schedule a public hearing for posting “no through trucks” signs on C.R. 126, C.R. 161, C.R. 324, Kothmann Road, and C.R. 427 between F.M. 3335 and S.H. 123. The hearing likely will take place in April, and would apply to any vehicles requiring a Class A driver license to operate.

•Voted to prohibit parking of heavy trucks in the Rosewood subdivision, which would disallow parking of any vehicles requiring a Class A driver license to operate.

•Voted to ask the Texas Department of Transportation to perform a traffic study at the intersection of U.S. 87 and F.M. 539, to determine the feasibility of installing a traffic light.
