I don't really know what that comment means. Does it mean the council represents only Hispanics? If so that is really racist and should make the council proud. This discussion is about economics. The question is simple. Do you have the money to pay for the basic services the city should provide, streets, water, police sewer, etc. and service existing debt? If not you cannot afford to spend more money. Even "a Hispanic council" should know that.

One of my favorite sayings is, "If you see an isolated road that has been recently upgraded, repaired, or built you can bet that a County Commissioner owns property down that road." Just apply that little saying to most actions taken by local government and you'll be right a lot more often than you are wrong.
As far as Zoning, I think zoning is an unnecessary intrusion into neighborhoods...let the market take care of the zoning for you. For instance you'd never see a nice home built next door to a commercial establishment because no one would buy that house and because commercial lots are much more expensive than residential lots making a house super expensive. One of the largest cities in the USA has no zoning and it has not hurt or diminished the area...it makes getting building permits, etc much, much quicker, easier, and cheaper.
As for the 'pot holes'...they are a piece of history and probably the same post holes there were in place when I lived in the area 50 years ago...and, that goes for the water/wastewater treatment plants, etc, etc....Not much seems to change in dear old Foresville.

It appears that the City of Floresville Mayor and his henchmen are going to attempt an end run of the Sports Complex!
At last night’s Floresville Economic Development Corporation’s meeting a resolution was past that requires a public hearing on the Sports Complex as a project of the FEDC. I am still awaiting a copy of this resolution for the details but it has to do with the FEDC obligating $125K / Year (approximately 25% of their total revenue) in support of this project. Strangely enough, the person who will be selling the bonds was present at this meeting.
Several questions arise from this “resolution”.
1. How can the FEDC Board move to approve a project that does not exist? The City of Floresville has only discussed a Sports Complex. The City Council has NOT voted to approve a Sports Complex much less issue bonds to build such a facility.
2. If the primary focus of a 4B Corporation (i.e. The Floresville Economic Development Corporation) is the support of “projects” that include the land, buildings, equipment, facilities, expenditures, targeted infrastructure, and improvements (one or more) that are for the creation or retention o f primary jobs….. How does funding a Sports Complex equal Economic Development?
3. Why is this “Public Hearing” scheduled for May 7th at 7:00 pm being advertised in the San Antonio Express News (April 4th) and not the Wilson County News?
4. Given the Infrastructure needs of the City of Floresville and the Industrial Park (Waste Water, Water Distribution, Streets, Internet, etc) that were identified in the Draft Master Plan presented by M&S Engineering, why is a Sports Complex receiving priority funding?
As I read the Development Act of 1979 there exists an opportunity for the Citizens to prevent this! “The public has a right to gather a petition objecting to a particular Section 4B project. The petition must be submitted within 60 days of the first published notice of a specific project or type of project and must be signed by more than 10 percent of the registered voters of the city.”
Such a petition would force this issue to a vote. If the voters disapprove the project the FEDC would be prohibited from spending money on it!

We have a crisis that's just beginning, and will continue to snowball. When people's votes are bought when elderly are coerced into voting by mail so campaign volunteers can make sure they vote right and also the city council blindly follows the mayor, things will be difficult to change if not impossible because lack of infrastructure and political corruption Mexican border towns have suffered the same problems and look at the shape they are in. Have not lived in Wilson County for many years, but I can tell you the basis of ALL the problems in Wilson County and Floresville...New Industry! You all need to develop plans and do whatever is necessary to attract new indudstry to your area. You need to give young folks a reason to stay when they get out of High School/college. With new industry comes all kinds of good things...you will get more tax money, a new ability to develop infrastructure, new commercial/residential developments, more revenues to spend on schools to make sure they are the most modern available. When I lived in Wilson County, the population of Floresville was 3000, and now 48 years later it is only about 5000. That's only a 66% increase in almost 50 years. Without new blood, new ideas, new endeavors, Floresville has just remained a very sleep little South Texas town. I currently live in a town that encourages new ideas and developments which has increased their population by 220% just in the last 10 (TEN) years. This town use to be just like Floresville (a small sleep Texas town), but enlightened leadership has made it Bloom! If you want a town where very little is happending, that's ok with me, but what about young folks? Don't they deserve something? How about a nice 4 year college close by, a good company to work at after college? Why should they have to go to SA, Houston or Dallas after graduation?

I had my home inspected the other day; the inspector said in his report in prioritized order:
Home needs:
1. New Roof
2. New windows
3. New Ext Doors
4. New Plumbing
5. Upgraded Septic Tank
6. Can use a $150k pool with 10' waterfall
my wife asked "so, what did the inspector say"
and I told my wife....he said we could use a new pool.

The questions of property ownership, race, sex, etc. have already been answered in the Constitution and it’s subsequent amendments.
This is an issue of qualifications, competency and responsibility.
The Mayor and each City Council Member when elected took an oath of office and became the fiduciary agents of the citizens, residents and taxpayers of the City of Floresville. Since taking office, their actions have proved that each of these officials are NOT serving for the benefit of those to whom they are responsible.
FACT ONE:
The City of Floresville Budget, approved unanimously by the City Council fails to meet the minimum requirements of a published budget spelled out by the Texas Local Government Code (102 Itemized Budget). Specifically missing from this budget are the following:
102.003.(b)(1) the outstanding obligations of the municipality;
102.003.(b)(2) the cash on hand to the credit of each fund;
102.003.(b)(3) the funds received from all sources during the preceding year;
102.003.(b)(4) the funds available from all sources during the ensuring year;
102.003.(b)(6) the estimated tax rate required to cover the proposed budget.
102.005.(b) The proposed budget shall be available for inspection by any taxpayer.
FACT TWO:
When significant budget inconsistencies were pointed out to the Mayor and City Council they denied any error. However, after a lawsuit was filed by the County Attorney the City reviewed their books and presented a “revised budget” that included nearly $5.2 million in adjustments dating back to October 2007. These adjustments were attributed to a “software glitch”. This “software glitch” has yet to be explained.
FACT THREE:
From October 1, 2007 through September 31, 2010 nearly $1,000,000.00 was spent out of the City of Floresville’s reserves. In January of this year the City Manager Reported that the total cash reserves available to the City of Floresville are less that $1,000,000 (as of September 31,2011).
Now this Mayor and Council boast about planning for the future with this 10 Year Master Plan prepared by M&S Engineering.
As I stated earlier, M&S Engineering at last Thursday’s City Council Meeting provided the City with a “Draft Master Plan” that advised that the single most important action which the City must take is to immediately move to expand the waste water treatment plant. The Mayor nor any Council Member asked questions about this recommendation. Furthermore NO action was taken by the City regarding this immediate need.
Our Mayor, less than 12 hours after being presented with the emergency need of a waste water plant upgrade posted the following on his Facebook Page “A recent master plan evaluation of the City showed that more parks are needed for a city our size.”
Are these people competent and responsible? Are they acting as Fiduciary Agents of the taxpayers?

So, I agree-an ordiance or an amendment to the charter needs to be that ALL city employees and council members and committee members need to pay property taxes (residential/business) to be able to participate. Oh wait- the mayor doesn't pay taxes anymore on his house. While he was the owner, the appraisal never went higher than 99K. Now it's at 143K since he transferred the deed to his son.In a world where everyone else's values have dropped, this house's value increased almost 50% from one year to the next.
The only logical explanation was that the value was artifically low to begin with. I mean, really- how many other houses that are 2,100 sq ft have ever appraised that low? I know mine never has.
So, the lesson to be learned here is- the tax hikes will affect every one but them.

I seriously doubt that the Mayor, City Manager or any of the Council members even read this "Draft Master Plan".
"Some master plans reveal a competing list of projects each with approximately equal priority which are difficult to set an order of recommendations to. This is not the case with the City of FLoresville as one project has emerged above the rest in the course of this evaluation completed by M&S Engineering. The top priority for Floresville must be beginning the process of upgrading the wastewater treatment plant before potential violations begin to occur" (page 45)
"As has been stated previously, the single most important action which the city must take in the wake of this master plan is to immediately move to expand the waste water treatment plant. This cannot be emphasized enough.......According, the city must move quickly and decisively to begin the process of expanding the plant." (page 46)
"The remaining recommendations, all of which are low priority are summarized in accordance with the infrastructure category in which the fall."
#2 - Parks (page 46)
As a matter of fact, this "Draft Master Plan" place of all the following in higher priority that parks:
- Upgrade Waste water treatment plant
- Develop a Zoning Plan
- Replace Pecan Street sewer line
- Create/update impact fees for water, wastewater and streets
- Develop a water model of the Floresville water system
- Convert to Online information sharing/GIS
- Amend new subdivision regulations to include park areas or pay fee in lieu of
- Promote multimodal travel through new development ordinances and install improvements such as sidewalks and bike lanes in key areas.
So how did the Mayor and his group of followers interpret this as confirmation of the need of a Sports Complex?

I previously posted something to this effect but a council member needs to place on the agenda a discussion concerning funding the issues identified on the master plan. They should be prioritized, get the folks on the council on record how they vote on issues like this. Then if taxes are raised, in these times, people won't forget no matter how they are connected, when you are worried about paying your property taxes, it's not a warm and fuzzy feeling. Also taking Jim's lead, ALL BOND MEASURES SHOULD BE PLACED ON A BALLOT SEPERATELY, therefore reducing the opportunity to dovetail sewer upgrades which are needed,and regional parks and recs, which are not....

Planning for the future of the City of Floresville …. Well ….. not really.
In this presentation by M&S Engineering, they reported that the City’s wastewater plant will very probably hit the Texas Commission on Environmental Quality (TCEQ) trigger for implementation of an expansion plan by June of this year. They further projected that the City’s wastewater plant would be at 100% capacity by early 2014. M&S Engineering advised the Mayor and City Council of the urgency of this matter as the budget, design, permit and construction process could take a minimum of 20 months to complete. (Note: There is only 18 months between June of 2012 and January of 2014)
The Mayor, or any member of the City Council asked not one single question of M&S Engineering. Further more, there was no discussion and no action was taken!
Mayor Tejada asked for explanation of the impact fee proposal on water and Councilman Johnnie Gomez asked if any other potential fees that the City could charge were identified by M&S Engineering.
Our City Manager announced that the City would be using this “Draft Master Plan” going forward with the Parks Foundation and the City’s Parks and Recreation Department.
Our Mayor continues to boast on his Facebook page that this engineering study has confirmed the need for a Sports Complex and that the 12 outsiders will not be able to stop it.
It would seem to me, if the City, is in fact planning for the future, that the essentials would have the priority before parks. Essentials like water, sewer, streets, police and fire protection.
The City, under the leadership of His Majesty Daniel Tejada has continually used the proceeds from the water and sewer funds to augment the City's General Fund. As a result there is no money available for this needed expansion.
Get ready citizens for a major general bond proposal. A bond proposal to expand the sewer system and hidden in the fine print, money to build a "Regional Park" (a.k.a. Sports Complex). And don't be fooled, a bond increases the City's Debt and this debt must be paid for by something or someone. Guess who?
