FLORESVILLE -- While still a concept, with no formal approvals by the Floresville City Council, an upcoming public hearing called by the Floresville Economic Development Corp. (FEDC) will gauge public input on a proposal for the corporation to allocate $125,000 per year for 20 years toward construction of an outdoor sports complex on the grounds of the Lauro G. De Leon III Floresville Event Center.

The FEDC’s board approved a resolution ordering the hearing at its April 2 meeting. The hearing date was not finalized as of press time April 9, as the corporation’s Executive Director Jesse Perez said amendments to the resolution’s verbiage had not been made by the city’s bond counsel, Bill Avila. The hearing was initially scheduled for May 7, which was why Perez and Avila intended to publish its notice in the April 4 edition of the San Antonio Express-News. This did not occur, however.

A draft copy of the resolution -- which is absent of Avila’s amendments -- indicates that the city desires to issue certificates of obligation to finance the first phase of a “multi-year, multi-phased plan related to the financing, development and construction [of] a certain entertainment, parks, recreation and sports complex.” The city would own the project and the debt.

Perez reminded the board that it voted at its Sept. 12 meeting to commit the funds, after the Floresville City Council requested the corporation’s assistance with building the proposed complex. Two days later, the city council approved the payment of $9,500 to consultant John Longoria for services related to facilitating the complex’s design.

When the city and Longoria first began the process, he estimated that a sports complex could cost as much as $15 million. The city’s financial advisor, Victor Quiroga, later informed the city that it only would be able to sell $2.5 million worth of bonds because of its current financial obligations.

Perez said at the meeting that the FEDC would report back to the city council about the hearing’s outcome. Then the council would decide whether to proceed with the project. It would then take 60 days before the first funds are released, which he said would occur in the 2013 fiscal year.

In other business, Diana Garza addressed the board during the citizens input portion of the meeting, asking if the board members were aware of affidavits filed by Wilson County Attorney Russell Wilson and the FEDC’s attorney, Dominic Carvajal, which relate to the El Rancho Grande Industrial Park. Both Perez and board President Sarah Mendoza claimed to be unaware of this development. See related article, page 2A.

Also during the meeting, the board and city councilmen Mario Morones and Sherry Martinez Castillo met in closed session with J.B. Watkins of Diamond W Arena Complex, LLC. When they reconvened, the board voted to sell Watkins 25 acres in the El Rancho Grande Industrial Park for a total price of $100,850. The board also voted to allow Watkins use of a storage building and house located on the property while his facility is under construction.

Watkins said after the meeting he plans to build a production facility where steel storage tanks for use in the oil industry are built. He said the tanks each have an estimated capacity of 21,000 gallons.

Executive Director Jesse Perez and board members Sarah Mendoza, Fred Gonzales, Monica Flores, Juan Ortiz, and Gloria Estrada Martinez, Floresville city councilmen Mario Morones, Sherry Martinez Castillo, and John W. Guerrero, and Floresville City Manager Andy Joslin.

Yeah, what about the FEDC's committment to FISD and ACCD? That was $300,000 that they committed to them and NONE of it has been paid. Therefore, ACCD is not offering classes here to the community because that has not been paid. ... More ›

Was there a resolution to pay FISD 100k a year for 3 years for some continuing education? How can you commit to a complex with no formal or final plans ? Closed session ? was it on the agenda,, $4000 an acre ? Is any of this legal ?
