FLORESVILLE -- Coming on the heels of a more-than-two-hour-long closed session meeting of the Floresville City Council May 16, City Manager Andy Joslin has been given a list of directives.

The council voted unanimously at the conclusion of the special meeting that Joslin must:

•Complete a human resources chart.

•Complete a project list, as recommended by the council.

•By June 1, be ready to present the fiscal year 2011 financial audit and begin the fiscal year 2013 budgeting process.

•Complete U.S. Department of Agriculture utility-rate studies.

•Foster improved communication between the council, city departments, and the community.

The council did not elaborate on specifics of these items, and only provided a specific timeline for the finance issues. Following the meeting, Mayor Daniel Tejada acknowledged that the city could not begin work on a new budget without being aware of the current year’s financial situation.

The mayor alleged that scrutiny over the city’s 2012 fiscal year budget by citizens such as Floresville businessman Jim Miller prevented the city from completing its previous year’s audit sooner.

“We had to get with our current auditor, the previous auditor, our comptroller, and the district attorney, and that’s costly to the taxpayers of Floresville,” Tejada said. “It’s estimated that this has cost over $100,000 based on false allegations.”

This is despite earlier acknowledgement by former auditor P. Malcolm Gulley about misstated figures in the fiscal year 2012 budget worksheets that were available for public inspection. Tejada still maintains the mistakes were a result of a “computer glitch.” The mayor would not, however, acknowledge who should be held responsible. He also declined to answer what form of reprimand should be dealt upon those parties.

In other action, the council voted unanimously to accept the names for the two streets within the Floresville Economic Development Corp.’s El Rancho Grande Industrial Park on F.M. 537 southeast of the city limits. The street coming off the main entry, which runs north to south, will be known as “Rancho Grande.” It will be intersected by a perpendicular street to be called “Cardinal Street.”

FEDC board President Sarah Mendoza said the corporation’s executive director, Jesse Perez, envisioned the streets being named after bird species. But because the name “Bluejay” already was given to another Wilson County road, it was suggested that the main road should bear the same name as the business park.

Naming of the streets was necessary so that 911 addresses might be issued by the Wilson County Emergency Management Agency. See “FEDC works to remedy El Rancho Grande Industrial Park,” May 16.

Perhaps they should include a family tree, so we can see what other brothers/sisters/parents/cousins were hired in contravention to the city charter.

On an organizational chart there are lines of responsibility. How do you draw one when everyone concerned is irresponsible?

If one of the requirements of an organizational chart is to be organized I can see why they call it an HR chart.

The council left out one very necessary task. They should have issued a directive to formulate a chart reflecting the status of directives progress. LOL What the heck is a HR chart ? Is that similar to an organizational chart ?
