Wilson County’s fiscal year 2011 finances have been given a clean bill of health from the county’s auditing firm, Pleasanton-based Beyer & Co., according to a report presented during the June 11 meeting of the Wilson County Commissioners Court.

Mary Scherr of Beyer & Co. said the audit presents fairly in all material aspects and it is an “unqualified” or clean opinion, with no significant deficiencies and no material weaknesses. According to the report, the county finished the year with $15,173,941 in total assets, $1,770,384 in total liabilities, for $13,403,557 in net assets. Total revenue as of Sept. 30, 2011, was $14,439,665 -- an increase of $1,617,961 over the previous fiscal year -- while expenses totaled $13,453,210.

Recommendations were few, but included:

•All employees should use the new timesheets, as some from precincts 2 and 4, the Wilson County Health and Public Safety Office, and the Wilson County Emergency Management Agency have not been using them.

•Employees should not be allowed to have negative compensation and/or vacation hours. This situation arose with one employee.

•All bank statements should be reconciled on a monthly basis. This was after the audit revealed no reconciliations were done on cash bonds, sheriff fines and fees, or inmate trust fund accounts.

•No bills should be paid without invoices. This was recommended because the auditing firm could not locate invoices for payments to physicians, after medical care was rendered to inmates of the Wilson County Jail.

Wilson County Sheriff Joe D. Tackitt Jr. said receipts for medical care were sent to the auditing firm, as requested.

In addition to voting unanimously to accept the audit report, commissioners:

•Voted to grant Wilson County Emergency Services District No. 1 a 30-day extension on the deadline to file its fiscal year 2011 financial audit.

•Approved a resolution requesting that the Texas Department of Transportation install a flashing beacon at the intersection of S.H. 123, F.M. 3335, and C.R. 417. The beacon will warn southbound motorists of trucks entering and exiting the highway near the Coastal Plains Trucking facility north of Stockdale.

•Formed a committee of county employees which will work on ways to make Wilson County’s webpage more interactive for its visitors.
