FLORESVILLE -- Downtown Floresville is high and dry as crews work this afternoon to repair a water main break near the intersection of First and A streets here.
Floresville Constituent Liaison Sherry Pollok said at 11:45 a.m. that several downtown residents and businesses have reported a dramatic decrease in water pressure. Some are without water at this time.

This is what the Mayor and City Council need to concentrate on and this emphasizes the importance even more.
Where are your priorities? And where is your judgement as being good stewards for the Floresville citizens? A Sports Complex the Mayor wants - maybe the city could carry water from the San Antonio River for the Sports Complex since our own local citizens can not receive appropriate water pressure.

She was issued a "Indefinite Criminal Trespass and Harassment Warning" based on a complaint made by the "City of Floresville" as they perceived her actions as harassment and threatening.
I agree with Mr. Tibbs, as this is essentially banning her from attending a "Public Meeting" it sure stinks of a violation of her basic constitutional rights, "indefinitely".
It does speak volumes of the intimidation tactics of the elected and appointed officials in the City of Floresville. Don't ask questions!

Second of all, this is a public meeting and a public property as such, and i don't believe you can file a trespass complaint against an unruly citizen. If she threatened the council member then that is a totally different charge. i don't know the facts but just reading the info, it seems she should contact the ACLU, state secretary, and a good civil attorney and see if any of her rights as a citizen have been violated.This just sounds wrong.

But since we're talking about percentages, let's delve a little deeper:
Fact- Only 805 people voted in the city council race at the last municipal election. There are 3,990 registered voters- so only 20% of registered voters participate in Floresville municipal elections.
Fact- According to the 2010 census, there are only 4,671 people over the age of 18 who live in Floresville.
Fact- Although the petition garnered TWICE the minimum required votes (10% of the registered voters and a full 9% of all adults in the city), he actually managed to get 50% of the actual number of voters who participate. 50%!!!!! That means that half of the people who care enough to have a vested interest in the City WANT to see this go to the ballot box! That's a huge number of voters!
How can littlebittym ignore the wishes of 50% of all of the voters in the city? And by ignoring the will of the elctorate (not to mention the law), how can he possibly believe that he is, in fact, representing 95% of the city?
And to go even further, he could only garner the support of 68% of the vote in the last election- and he was the only one on the ballot?
Littlebittym, you are truly delusional. You don't represent 100%, or 95%, or even 75% of the city; the numbers simply do not support this claim. But then again, you aren't very good with numbers unless they're written with a crayon in a spiral. Perhaps there is an automatic removal from office if you are diagnosed properly by a medical professional.
Rene- you'd better be looking at those numbers as well. HALF the voters don't like what you're doing already- and they DO come to the ballot box. You'd be well advised not to step on your tongue any further. Of course, we all know that you've shared more than one thing with the littlem, don't we?
Jim- I don't think the message should be 10% of all registered voters signed the petition. The real message is that 50% of the VOTERS want to see the sports complex on the ballot. Let's see how the now-quiet PR firm can negate those numbers....

Numbers . . . We don’t need no stinking numbers!!
Net Cost . . . What is that?
Bottom Line . . . Who Cares!
The County has a Hazardous Waste drop off point that is available to City Residents but we (Councilman Gomez, Councilman Castillo, and Mayor ProTem Flores) want our own!! As a result the City of Floresville now has a new Refuse Contractor.
The LOW BIDDER, bid $10.15 for once a weekly trash collection but provided no bid for hazardous waste. Because the three Council Members want the City to have it’s own Hazardous Waste Drop off point they accepted the bid for $14.00 for once a week trash pick up.
Hmmmm . . . .
Based upon the City’s 2,500 residential customers they are going to pay $115,500.00 more per year PLUS the “negotiable” cost of the Hazardous Materials Waste Drop Off Site.
Oh yeah…. Commercial Costs are higher too. The awardee is $15,672 per year higher than the low bid.
Oh…we’re going to save on the costs of removing sludge from the Treatment Plant. Really ? Accepted Bid is $29/Ton . . . Low Bid is $17/Ton.
But the bid awardee is the only one who removes wet sludge. Currently the City does this. Councilman Morones asked the City Staff for the City’s total cost of Wet Sludge removal. No number could be produced. The same question was asked by Citizens and again NO NUMBER could be produced.
So this is BEST VALUE?
$115,500.00/year MORE for residential services
$ 15,672.00/year MORE for commercial services
$ ???/year MORE for a service that is already available (Haz Waste Drop Off Site)
$12 /Ton MORE for dry sludge removal
AND some unknown and unspecified savings for Wet Sludge Removal.
This is savings that Councilman Gomez is going use by the City’s Emergency Garbage Truck.

Following the agenda was obviously not the plan by the Mayor.
Agenda Item 2 C&A to request the Executive Director (not present) and Board of the Floresville Economic Development Corporation (Fred Gonzalez was the only Board member present) to work with the City Manager to develop and implement (without further Council input) alternative methods for funding the Recreation/Sports Complex with the advise and counsel of bond counsel (also not present) and financial advisor (also not present).
As I stated in Part One, the Mayor, from his microphone, yelled at the Citizens present about the NEED for a Sports Complex and all but dismissed the legal and certified petition that the Council accepted on May 14th as it only was representative of 5% of the community. Furthermore, the Mayor stated that if this issue went to the ballot there was a possibility that it wound not pass. As such the City needed to find alternative funding methods.
Both Council members Guerrero and Morones spoke to the lack of a plan by the City. Council member Gomez stated that the plan is there as “We have all talked about it”. When asked about a Feasibility Study, the Mayor stated that one had been completed by Mr. Longoria of Beeville. (Odd, I thought he was person who we paid nearly $10,000 to meet with the Little Leagues to determine what they wanted –How is that a feasibility study?)
Council member Gomez stated that all of the other needs of the City had been addressed and funded and that we now need a Sports Complex!
Really? Didn’t the City Manager state at the last Budget Workshop that the Water Model was to be put on the Wish List for the next budget cycle? Do we have a real number for the costs of the Waste Water Plant Expansion, not the 5 year old guestimate that is in the City Manager’s “Capital Improvement Plan” dated pre 2009? Do we have firm dates for utilizing the Street Maintenance Sales Tax in conjunction with the “Priorities” identified by M&S Engineering in the City’s so-called 10-Year Master Plan? Councilman Gomez, wake up! Just because you say it doesn’t make it so! And just because Danny told you that it was true also doesn’t make it a fact!
It is apparent that the City does NOT HAVE A PLAN!
It is also apparent that the City just WANTS THE PEOPLES MONEY and THEY DON’T WANT THE PEOPLE TO HAVE A SAY IN IT!

Special City Council Meeting Commentary – Part One
Agenda item #3, C&A to adopt Roberts Rules of Order (11th Edition), was the first item of consideration. As the City Attorney explained, these Procedure Rules would add a degree of civility to the proceedings and prevent members from attacking other member’s motives or personalities. Councilwoman Castillo stated that they would be setting an example for others to follow.
This was nothing less than an exercise in hypocrisy by the Mayor and his puppets.
As I was waiting outside City Hall before the meeting the Reserve Floresville Police Officer who normally officiates at these meetings arrived. Shortly there after, two marked police cars arrived and the officers, one carrying a citation book, entered the building. Conversations continued outside and about 3 minutes before 7:00 p.m. we entered the building and took our seats.
As the meeting began and the discussion over Roberts Rules of Order, respecting each other, keeping everything up and on the table, etc began, I was informed that a concerned citizen was being removed by the Police Department. Ms. Deci Murphy, a 70 year old Wilson County resident, who has attended a number of meetings was being removed from the meeting and taken into the hallway by three Police officers. Although she asked for me to be with her to serve as a witness, a Police Officer grabbed be by the arm and removed me from the hall. The City Manager remained with the Police Officers and Ms. Murphy.
Well, Ms. Muprhy was issued an indefinite trespass warning citation. She was told that she could not enter the City of Floresville Council Chambers until such time as she was authorized to do so by the Mayor or the City Manager. Apparently Councilwoman Sherry Castillo filed a complaint against Ms. Murphy citing her aggressiveness as threatening. I’m not sure how Councilwoman Castillo was threatened by a 70 year old woman or that it justified such unethical actions. So much for respecting each other and open government!
This hypocrisy continued throughout the meeting.
The Mayor, again, while pontificating about the City’s need for a Sports Complex, yelled at the Citizens in attendance. He stated that a petition that contained 5% of the registered voters signatures was submitted (The Mayor has a problem with math as you will see in Part Three of my commentary – 383 of 3,990 registered voters is closer to 10%). He continued to say that he represented a 100% of the community and was taking action for the other 95%. The Mayor obviously believes that he is above the law.
As Councilman Gomez and Councilman Morones attempted to speak on the topic the Mayor continually interrupted them and belittled their questions with outright sarcasm. As citizens spoke, they were also interrupted by the Mayor or ignored as he was focused on the clock on the wall. One citizen during his input, was asked for his address by the Mayor. The Citizen asked the Mayor if he was planning a drive-by or something?
Outright intimidation and censorship of the Citizens by way Roberts Rules of Order was the result.

Not sure if your Chamber has any say so in trying to get bigger and better business in this town to help the growing economy. Not much to do here for kids or families or anything of interest for folks to want to come to Floresville to visit. I would love to see a sports complex, larger pool and more things for the kids to do here, but I would rather have the folks in Floresville get thier issues addressed first when it comes to the infastructure the town needs. My question to you is when you go to the council meetings or network with the city manager, do you emphazies to him the need to listen to the residents of Floresville and push for the repairs of waste water facility and other issues the citizens have. If you are in his network and you have a concern for Floresville, it would seem that you would counsel him on those issues as well as how to bring bigger businesses to Floresville for the economy and to create jobs.

I have not seen a single positive suggestion in any blog here. None of the Chamber Board get any money, they are all hard working volunteers who give up their time to help improve Floresville. It is very easy to hide behind your computer and criticize. Maybe you both should join and put some work into Floresville.

All other visitor centers around TX have brochures of their towns, focusing on what is GREAT about their town and here you get nothing. When you call you get nothing most of the time. There are a few good people that have tried to make it what it should be but...it never gets going. They should promote the town and they do not--outside of Floresville. If it went away, nobody would miss it. The chamber is the same, when you open a business here in Floresville and call them to see what is necessary to open the business they cannot tell you. When I opened my business I had to search myself and a call to them was a waste.

The Tourist and Visitor Center (a separate entity)used to receive a potion of the hotel/motel tax. This was taken away almost two years ago.In answer to your question; yes I am constantly asking the City to return those funds. There is a TIF Fund. It is for River Bend. This TIF fund is drawn out of the working tax dollar (property taxes) for Floresville - especially set aside to help out whatever dire straights River Bend is in.
The amount withdrawn this year was $250,000.00. It is my understanding - Mr. Sack is overseer of this fund.

The city employees in the hole are doing their jobs, but honestly is the city manager and liason doing their's? Shouldn't they be in city hall trying to figure out Encode or deal with the audit or maybe the list of things the council gave the manager to do? Why must he stand above the workers that are doing their jobs? Why must he stand there and watch as the sides could easily cave in on them? Was he going to help? No, he is in the way. The city workers are doing their job and a well one they do, these men are out in our streets everyday fixing leaks, busted pipes, street holes and they get what? The "boss" looking over them for no reason but to "be there". Jim nor I nor anyone has ever not said Thank You to those employees that are doing their jobs. When OSHA comes down and sees that these employees were at risk of those walls caving in on them and do not have appropriate measures in case something were to happen, but sees the city manager (that should know OSHA rules IF he is going to be out there) guess who they are going to question? And the bottom line is he can't act like he didn't know, he was standing there. Those men know what to do because they deal with it on a daily basis, which gets back to our fight for infrastructure and other needs our city needs before a sports complex.

The city employees that are being brough to task are Sherry and Andy. They have put themselves in this position. ... I interpete them being on this work site as trying to look concerned and involved.
I think the people that are challenging Danny and his crew are fighting FOR the city employees. We want them to have stable jobs. We want their retirement to be in place when they become retirement age. We want them to work for a city government that has integrity and that is fair to each individual.
Maybe, Mr. Sack - it would be of value to get the whole picture of this on going saga with the city and those that challege them.

It's a shame that apparently suites at the grand hyatt for a Latino convention are more important than safety equipment for city workers. The work these guys do is just as often as dangerous and alot tougher than the police departments work and there's no glamour in the ditch but we don't see them whining like the police. We have just witnessed that worker safety is questionable at best. Our city council should be calling a special meeting to address this instead of alternative ways to finance a sports complex we don't want. Clearly the city manager has not made safety a priority as anyone can see numerous safety concerns maybe citizens should take notice of how much safety equipment and if it's being used more often when we see them around town. One injured worker could cost taxpayers millions. Our town needs to trim the fat that fills up the office chairs in city hall who dont honestly, competently or efficiently do anything and get more workers on the street to actually maintain and fix things.

The liason position was created for the mayor's sister's neice, then she applied for the director of marketing for the community center, as did Ms. Pollok and she beat Ms. Pollok for the job, so in turn the city made Ms. Pollok the liason. The liason usually has a degree and some sense of politics and city management. It probably pays in the mid 20's.

In this case she is providing technical input for the Water Park component of the Mayors Recreation/Sports Complex. As a result of this Water Main Break the location of the King Danny Dome is being moved . . . this way they will minimize the costs of the Water Park!

He should be in his office trying to figure out the infrastructure and how to fix the problem of the water pipes busting! You do not see any other city manager watching over the city employees. I guess everyone is right, they want to make sure everyone is doing what they should. WAIT---what does he know about water main breaks? That crisp white shirt is going to get dirty. Was the financial director and liason there as well making sure those that were there were working and earning their money? Too funny! The manager is probably trying to figure out how to build a sports complex in the hole!
