FLORESVILLE -- With the ongoing Eagle Ford shale exploration in the area, disposal wells have become a concern for citizens, due to the possible contamination of local aquifers and water sources. Also of concern is the increase in 18-wheeler traffic to one of these sites that could number 200 trucks daily.

Richard Felux addressed the Wilson County Commissioners Court June 25 on these issues. The proposed site is located 1-1/2 miles off U.S. 181 near Falls City on a hill. The present speed limit is set at 70 mph. The disposal site will be located between two oil wells, both within 1/2 mile from the site.

Thus far, Felux has filed a protest with the Texas Railroad Commission and a hearing has been set for a W-14 permit. A W-14 application form, according to the Texas Railroad Commission, is filed “for disposal into formations that are non-productive of oil, gas, or geothermal resources.”

Wilson County Judge Marvin Quinney suggested that Felux and his neighbors form an organization and apply for assistance from the Texas Department of Transportation (TxDOT) regarding the truck traffic and the Texas Commission on Environmental Quality (TCEQ) with environmental concerns.

The county could assist by approving a proclamation, requesting a TXDOT engineering study and the appropriate action for an acceleration lane.

“We want to make sure our facts and information are correct,” Quinney said, before a formal proclamation is approved by the court. “We don’t want to ruin our credibility,” he added. The resolution would be a request on behalf of the public safety.

The TCEQ could review concerns over the amount of dust the truck traffic could create, Quinney said.

Travel and traffic were also raised on another agenda item, as residents of southeastern Wilson County will have to travel to a different town during the run-off election July 31, due to redistricting and consolidation of boxes.

Voters accustomed to voting in Kosciusko will vote in Stockdale instead, since Boxes 4 and 209 will be combined. Voters there are part of new congressional District 15; the remaining 90 percent of Wilson County voters are in District 28.

In other business, the commissioners:

•Took no action on the protest of abstract fees, interest fees, and penalty on a tax lawsuit.

•Adopted updated driveway rules and procedures for the county.

•Met in executive session regarding a claim against the county by Carolyn Orth. No action was taken when they reconvened into regular session.

•Recognized two county employees for their service to the county. Adrian Wiatrek was awarded a plaque upon his retirement after serving Precinct 2 for 16 years, and John Lynn was honored for serving 25 years, but is not retiring at this time.
