No quorum puts brakes on Elmendorf council meeting

ELMENDORF -- The Elmendorf City Council likely will reschedule its July 12 meeting to July 19, after the mayor and only two councilmen attended the regularly scheduled meeting.
Mayor Manuel DeCena Jr. and councilmen Richard B. Rodriguez and Linda Ortiz waited until 7:15 p.m. before the mayor canceled the meeting, declaring a lack of a quorum. This was because councilmen Linda Hall, Jesse Garcia, and R.M. “Andy” Anderson never arrived.
After the mayor’s announcement, City Administrator Cody Dailey said Hall was out of town on business, while Garcia was having a medical procedure performed. Decena said Anderson indicated that he was having medical issues.
Among the items on the meeting agenda was discussion and possible action related to setting restrictions for recreational-vehicle parks within the city. Dailey said no such restrictions currently exist, as Elmendorf is without a planning and zoning ordinance. With the city’s growth being influenced by Bexar County’s ongoing population boom and the continued increase of workers being lured to areas south and west of Elmendorf to explore oil and natural gas in the Eagle Ford shale, he said the council would have to start tackling these issues.
