FLORESVILLE -- Ending much speculation and doubt as to the legitimacy of the finances for the city of Floresville, auditor Pat Wagner said the city received a clean audit.

Wagner was present at the July 12 regular city council meeting after Councilman John Guerrero placed a discussion item on the agenda regarding the city’s recent audit. The results of that audit were made public during the May 31 special council meeting.

“After much work and digging, the city did receive a clean audit,” Wagner said. “There was no money misappropriated or missing.”

Questioned why accounts had not been reconciled, City Manager Andy Joslin offered an explanation.

“The person responsible hadn’t been reconciling the books,” Joslin said. “The procedures which are in place have been for years. But now that we are changing it, I am the one being called incompetent and arrogant, but that’s my job.”

“Many of the funds were deposited into the general fund and the debts were paid from there,” Wagner said. “The bank accounts were not getting reconciled.”

Wagner said Finance Director Fonda Kellner believed she was reconciling the accounts.

“She wasn’t getting the concept in her mind,” Wagner said.

Joslin said that the finance director was trained a certain way, although incorrectly, but said that with the hiring of Comptroller Tom Smith, Kellner is being properly trained on how to handle the city’s accounts.

Councilman Mario Morones praised the citizens who raised concerns regarding the audit for asking the right questions.

“If these questions wouldn’t have been asked, we might not have fixed the issues,” Morones said.

Also during the meeting:

•The Floresville Peanut Festival Association’s 2012 “Court of America’s Majestic Beauty” was introduced to the council.

•The city recognized Mike Bolf and Ruben Benavides with the Employee and Citizen of the Month awards. They share the awards for their roles in preventing a drowning at the Floresville City Pool last month.

•The Floresville Economic Development Corp. received the Subsidiary Award.

•Cody Brewton of Las Lomas K9 Rescue and Adoption presented a plan to the council for uniting lost pets with their owners.

Can the voters force the use of sales tax revenue for the sports complex to be decided thru election rather than the City Council or FEDC decisions? We have already said we wanted a vote on it.
