In theory and by law the tax rate is determined by the entitys budget. This budget should be a reflection of operating costs and debt payments.
The Mayor is only partially correct in his statements. The debts of the FEDC and the Event Center will become the debts of the City if they cannot make the payments. In the case of the FEDC we already know their history of making payments. The Event Centers debt payment is currently $100k per year. However in 2016 that payment iincreases to $1.6 million per year.
The FEDCs recent decision to acquire an additional $2.1 million in debt, the debt on the event center, the unfunded sewer plant expansion, the unfunded water aystem htdrolic plan, and other unfunded infastructure needs of the City sure appears to be a recipe for a significant tax increase on the horizon.
As to sales tax, the City of Floresville is already at the maximum allowable by law.

When certain officials are blaming the appraisal district for your tax bill increasing, it's a smoke screen. The appraisal district only sets the value of your property.
Also, when little d says the city hasn't raised taxes in over a decade, he's wrong. They've not raised the RATE, but property values in the last decade have gone up. So if you lived in the same house back then, you're paying a higher tax bill to your city now. So your taxes DID increase.
And lest we forget that if the FEDC defaults on their obligation because of a drop in sales-tax revenue, the city of Floresville has to bail them out. And the only way they can do that is through an increase in the ad valorem (property) tax rate.
Also not to be missed is the articles on the police contract. The council says they can't afford to give them a raise, so how do you think they'll get the money. Mark my words, hang onto your wallet, and find something firm to hold onto while gritting your teeth and assuming the position.

What happens when FEDC cannot pay for the payment? We have seen this already with the committment they made to ACCD and FISD. FISD has yet to get the 2nd and 3rd payment that was promised almost 2 years ago, now rumor has it ACCD is going to be leaving and not having evening classes because they just can't afford it. FAIL ON FEDC. How about the Community Center? What debt did they take on when that was about? How about all the other debt that they have? FAIL, again, FEDC!! The citizens wanted a vote, so why did the squirrels have to weasel their way around it. You want to do what is right for the city, then let the citizens vote and get some real support for the complex, not just family members that like to rub your ego. The mayor in SA is doing it and that is going on the ballot in November to fund their pre-school initiative. But little d promised this would not happen here in Floresville and that property taxes will NOT be used, it is solely on the shoulders of FEDC and the organizations that use the facilities. So guess what, be ready to pay triple the amount of what you pay now, wildcats, little league and boys and girls clubs. Oh and now we are going to have a splash park as well. $2.1 million for what started out as a huge complex, then went to just renovations and now is the combination of the two. $2.1 million, that would fix the waste water, water towers, roads, and bring in businesses that could really impact our local economy. But instead we are going to get a complex that 3/4 are used by people outside of the city limits. Little d was scared to allow it to go to a vote, because he knew that the citizens want to see the infrastructures of this town be taken care of first, but we will see how far it goes. Meetings were taken place and words were exchanged. You just do not go into a meeting and restructure debt without having illegal meetings about topics. Light will be shed before they begin building and it will not happen. We need our town fixed first. People go to the polls and vote for a mayor and council members that want to do right by this city, not for their egos!

It sounds to me that you are a member of the FEDC. I also still believe that the FEDC has no business funding the sports complex. The mayor personally does not approve the results of the petition and has been diligently working on getting the funds no matter what the cost to the citizens. I also believe that illegal meetings have been taking place since the FEDC acted so quickly on this matter. And how is it that this agenda item was added to the City Council meeting of July 26th, it is like the Mayor already knew what the result of the FEDC meeting was going to be. And if the auditor has proven that the people running the show don't know what they're doing, howcome they've still got jobs? With all of these people put out of work by the recession, I'm sure the city could find someone more qualified and for less money, regardless of pigmentation or parentage.

Downtown resident and It's Me, how quickly you forget about May 31 when the audit was presented. Pat Wagner said it was an "unqualified opinion," or clean audit, only because of several items having been corrected. These revisions only occurred after her firm told the city of the problems.
Some quotes from the June 6 Wilson County News article about that meeting include:
“City management and those charged with governance should monitor the city’s financial position and how actual operations are comparing to the budget,” according to an audit report submitted to the Floresville City Council by Patricia Wagner of New Braunfels-based Holtman Wagner & Co., LLP. (See audit report: http://wilsoncountynews.com/documents/floresville093011auditedstatements.pdf)
-- The report cited numerous areas of concern, including accounts that were not routinely reconciled, which resulted in a $166,385 deficit for the city’s general fund on Sept. 30, 2011.
Some of the material weaknesses cited include:
•Accounting structure: The city did not establish separate funds for street maintenance tax, state forfeitures, court technology, security, and child safety as required by the Governmental Accounting Standards Board
•Bank accounts and transaction processing: Bank accounts were not reconciled; the reconciliation process and the Encode reports were not understood by the city staff. The city hired a contract accountant to prepare the reconciliations, which were completed in January 2012.
-- Significant deficiencies were cited related to segregation of duties for those handling cash and cash control. The city also does not have a written investment policy, as required by the Public Funds Investment Act.
Additionally, the Floresville 4A Corp. was not filing sales tax returns for concession items sold at the Lauro G. De Leon III Floresville Event Center. Returns for 2011 and previous years since have been filed.
That hardly sounds like any exoneration to me! If anything, it sounds like the city could do better by hiring a bunch of trained chimps to run their front office. Obviously, from the tone of the June 6 article, and of this one, the people they've got minding the checkbook can't count past ten without taking off at least one of their shoes.
But nobody has gotten in trouble for it yet, why not? If they weren't kissin' cousins, or if they weren't working in Floresville, those people would have been fired at the very least. But not in Floresville!

Little d owes Jim Miller and others who questioned the city finances. If it weren't for them the council and Joslin would have never discovered the discrepancies. If Joslin was competent in his role as the city manager, he would have fixed this long ago, but how can you fix something when you have no clue how to do it. Joslin should be fired.
