City counts on hotel tax funds

FLORESVILLE -- The city’s new comptroller has presented a proposed budget to the Floresville City Council; this was the focus of a July 24 budget workshop here.

Comptroller Tom Smith presented the document for discussion by Mayor Daniel Tejada and councilmen Johnnie R. Gomez, Jesse C. Flores, John W. Guerrero, and Sherry Martinez Castillo.

Changes and additions to the current methods of funding salaries were outlined by Smith. In an effort to alleviate the payroll burden to the administration department, Smith proposed an equal split of the salaries for the comptroller and city manager between the water/sewer and administration budgets.

“It will be beneficial to the city,” said City Manager Andy Joslin. “Tom has been hard at work to come up with a budget that takes into account what the city needs, such as wastewater treatment. He has created a new system to be sure we are in compliance with our charter.”

One of the larger sources of revenue calculated into the new budget is from hotel taxes. Prior to the current fiscal year, the hotel taxes were not put into their own fund; therefore, only $6,546 was audited for this revenue stream previously. The current budget includes $90,000 from this source, but the proposed budget projects $240,000 in hotel/motel taxes. For the fiscal year ending Sept. 30, 2013, the proposed budget projects revenue of $300,000 in hotel/motel taxes.

“With several new hotels opening in the city, the revenue the city expects has gone up,” Mayor Daniel Tejada said.

City officials also debated whether to lower the payroll increase to a maximum of 3 percent. Currently, the proposed budget calls for merit-based payroll increases of up to 5 percent.

Perhaps the new "sports complex" could have a colosseum. Then we could feed the current city council and the FEDC members to the lions. Now that would be worth the cost.

And all these "gonna get" funds are sufficient to take care of all these things and fund the FEDC so they can make the payments on the sports complex. What about collecting the money and then spending it on essentials.
