Floresville P&Z denies proposed mobile-home park

FLORESVILLE -- The Floresville Planning and Zoning Committee has denied the permit submitted by David Strozier requesting rezoning for a mobile-home park during the committee’s special July 31 meeting.
At a previous planning and zoning meeting, the committee approved a plan for a recreational-vehicle (RV) park, which would eventually house mobile homes, as well. Mike Sepeda, an engineer representing Strozier, had requested a special permit for an all-mobile home park after deciding mobile homes would be better for the community.
Committee member Philip Vipond voiced concerns over the size of the proposed plan’s commercial space, saying it was too small to conceal the park [from the road]. Vipond also stated his displeasure with the RV parks opening up all over the city.
“When is it going to end?” Vipond asked.
The committee voted to deny the special permit. Sepeda questioned why it was being denied if Strozier’s request met all regulations required for a permit.
“We are denying it because we are all confused right now, I guess,” said committee member David Jaramillo.
Sepeda said after the meeting that he plans to address the city council during its next meeting, making changes to address some of the concerns voiced by Vipond.
“We will be presenting a plan which increases the lot sizes of the commercial lots,” Sepeda said. “This is something which planning and zoning had approved before. We were going to put up to 50 RVs and the rest would be mobile homes. At that time, planning and zoning was happier about the mobile homes rather than the RVs, because the mobile homes would have concealed the RVs. Now that we are trying to make the entire area into a mobile-home park, they want to deny without giving a clear reason as to why.
“You have to have people in place in planning and zoning which can answer the questions as to why they are denying the permit request, not just to give an answer that they are confused,” Sepeda said.
The Planning and Zoning Committee also tabled another special use permit request for rezoning 624 Fourth St. to allow for a mobile-home park.
