FLORESVILLE -- After the city council failed to muster a quorum Aug. 23 for the second time in one week, Floresville councilmen John Guerrero and Mario Morones have decided to reach out to the citizens of Floresville.
“I am upset,” Guerrero said. “It seems as if the votes are already pre-determined before we ever even get to chambers. The other council members and the mayor already know what is going on before we even get to the meeting. People, the very citizens who put us in office, get up to talk and speak their minds and then are treated like their voice doesn’t matter.”
Guerrero and Morones were not in attendance for the scheduled Aug. 23 council meeting. Guerrero had an ill relative to visit and Morones said he believes he is representing the will of the people of Floresville by putting a halt to the apparent voting block of councilmen Sherry M. Castillo and Jesse C. Flores, with Mayor Daniel Tejada voting in their favor to break any tied votes. Councilman Johnnie R. Gomez has resigned to pursue the office of mayor.
“I will do what I need to do to protect the people of Floresville,” Morones said. “It is not that we are trying to stop the city from conducting business, but there needs to be some explaining done about the current budget and the people are owed transparency.”

Thank you for you kind words and I sincerely appreciate your attempt to change the dialog to a discussion of the issues. I am more than willing to discuss my position on any of the issues facing the City of Floresville and it’s elected officials with you or anyone. Please feel free to call on me any time.
There are numerous critical issues facing our City. The decisions made by the new administration after November 6th will impact it’s citizens for the next 30 to 50 years. The reality is that whoever is elected Mayor will have little to no impact on the decisions of this new City Council.
The City of Floresville is a home-ruled city and the City Charter defines the roles and responsibilities of the Mayor and City Council. All of the authority and responsibility is provided to the City Council. The Mayor is only the ceremonial head of the City. His or her responsibilities are limited to presiding at meetings, kissing babies, riding in parades, etc., and is only granted the ability to vote in the event of a tie. All decisions are made by a majority vote of the City Council.
Lets take at look at the Council.
Councilwoman Castillo and Councilman Gomez have always voted as the current Mayor has advised them to vote, without question. (neither are subject to re-election this term)
Councilman Guerrero and Councilman Morones have stood up and asked questions, listened to the citizens that elected them, and have been unwilling to roll with the tide as the current Mayor would have them vote (Councilman Guerrero is not subject to re-election this term and Councilman Morones is unopposed).
This leaves a council of 2-2.
Now we address the pivotal seat of Councilman, Place 1, currently held by Jesse Chris Flores. This is the office that I am seeking.
The re-election of Jesse Chris Flores will insure that Daniel M Tejada will continue to control the City Council and the future of the City of Floresville. Councilman Flores, when he is able to attend meetings, always votes as advised by the current Mayor. The re-election of Jesse Chris Flores will do nothing less than give Daniel M Tejada a virtual additional term and continued control over the financial assets of the citizens of the City of Floresville regardless of who is elected to the office of Mayor.
The bus is at the edge of the cliff. This election will decide if the bus is driven over the edge or if it takes a new direction. I offer common sense and conservative direction and I believe that the Citizens of our City want this needed change.

The quality of candidates for office in Floresville is less than I would hope. However, after much discussion with locals my current support for Mayor is Tom Robles. The main reason is I don’t think he is related to you. Besides Diana Garza is related to the Mayor so I can't vote for her as she might be as sneaky as him.
You are either Gomez or one of his or Tejada’s relative. There is no way, anyone with your so called earning potential could possible make as asinine statements as yours if they were not related. I can’t wait for the name calling. I am sure your name calling is having people change their minds instantaneously. More likely family relationship and dirty pool by the election vote counters will make the difference in who wins.
So, after trying to have an intellectual debate with you I have concluded you are like Mayor Tejada: arrogant, condescending, uninformed, bigoted and lacking any sort of redeemable qualities. I was going to vote but the outcome was no different than a football game. Now, I want someone else to win just so you eat crow. It would appear that when you are unable to discuss or debate the facts or the issues that you resort to calling the discussion racist or hate based.
You claim that you want to talk about the issues. I very much want to discuss the issues, as they are critical to the future of our City. The election on November 6th should be based upon where the candidates stand on the issues and how they plan to deal with them.
Let’s continue the discussion on the facts and the issues that relate to essential City Services (Streets, Water, Sewer, and Public Safety).
STREETS:
Facts:
The City of Floresville collects a ¼% Street Maintenance Sales Tax. This revenue is projected to be nearly $380,000.00 in the coming fiscal year. The best “plan” the City can provide is a priority list.
Issue:
As the voters have approved this Street Maintenance Sales Tax and the revenue can be projected with a reasonable degree of accuracy, why is there not a schedule of these street repairs and improvements?
WATER:
Facts:
“While the water system as a whole is prepared for increased population it is impossible to determine if water pressures will hold and water quality remains consistent as new piping is added. A water motel is essential to effectively plan for water system needs and delivers a return on investment” (Source: “High Priority” recommendation in M&S Engineering Project Number: 11FLORES001). “A major hole within the city’s <sp> current regulations and ordinances is the absence of impact fees and a means to collect them. Impact fees are a well-established and accepted method for cities to generate revenue for new businesses and developers looking to construct in the city charged when hookups are made to the city’s infrastructure.” (Source: “High Priority recommendation in M&S Engineering Project Number: 11FLORES001).
Issue: This is an obvious issue that is not currently being addressed in the FY 2012/2013 Budget much less in any long term planning.
SEWER:
Facts:
“Some master plans reveal a competing list of projects each approximately equal priority which are difficult to set an order of recommendations to. This is not the case with the City of Floresville as one project has emerged above the rest in the course of this evaluation by M&S Engineering. The top priority for Floresville must be beginning the process of upgrading the wastewater treatment plant before potential violations begin to occur.” (Source: M&S Engineering Project Number: 11FLORES001).
The proposed budget for FY12/13 does NOT include any funding for a wastewater treatment plant expansion. (Source: City of Floresville Proposed Budget for FY 12/13).
The dollar figure proposed in the Five Year Capital Improvement plan is only a “guestimate” as the actual cost to upgrade with wastewater treatment plant has yet to be determined. (Source: City Manager’s answer at Public Hearing, September 13, 2012).
The proposed funding source for this wastewater treatment plant expansion is the USDA. (Source: Five Year Capital Improvement Plan)
ISSUE:
The proposed funding source, USDA, does not provide 100% funding of such a project. At best, this is a 20% Grant/80% Loan program. The 80% Loan portion of this “funding” is a low interest 40 Year Loan. Review of the amortization process of the USDA is that the maximum 20% grant is outweighed by the fees and interest over the 40 years. None-the-less, there is NO FUNDING in the proposed budget for this loan! How will this be paid?
PUBLIC SAFETY:
FACTS:
The population of the City of Floresville is expected to increase by as much as 1337 new residents each year beginning in 2013 through 2022 due to the Eagle Ford Shale. (Source: M&S Engineering Project Number: 11FLORES001 and Center for Community and Business Research at UTSA: Economic Impact of the Eagle Ford Shale, February 2011).
There are no increases, other than to the Collective Bargaining Agreement, to the budgets of the Police Department, Fire Department, and Emergency Medical Services in the proposed FY 2012/2013 Budget.
The Five Year Capital Improvement Plan projections for Fire/Police/EMS equipment are unfunded.
ISSUE:
What are the requirements for our Police Department, Fire Department, and Emergency Medical Services to support this population growth? These requirements need to be identified and funding programs developed so that these future needs can be met.
There are many more immediate needs that our City needs to be focused on that include Planning and Zoning, Financial Accountability and Transparency. Should you like to discuss my position on these issues I will be more than glad to go over them with you in detail.

One more than as data can easily been found there are 274 other cities in the State of Texas with lower tax rates than Floresville.
I can provide the website after the Mayor does a little research and maybe, after he hires a planning committee to develop a plan for Floresville. Because just like "Sim City" he may know where HIS city came from and is going, no body else does. There is no PLAN for the City of Floresville and Mayor Tejada's town is own in his head. In 2008, FEDC had a bond payment of $1.5M (it is on their financial statement) and most likely was a bond from the City. I believe the City obtained a bond for $8.5M and some of that money went to FEDC ($1.5M) and $6M went to convention center. So, the City not FEDC is on the hook if FEDC does not pay the bond. Either way, FEDC is using borrowed money to fund its overspending to date.
If someone has better information, please provide it. I try to keep up on all the backdoor deals but it is hard. They just keep getting new bonds with outlandish re-finance fees like the $800,000 dollar fee for the convention center refinance.

You now accuse me of lies and allegations/lawsuits/propaganda that are a detriment to what you call “my city”. I was unaware that being elected Mayor gave you ownership and control of the entire City. I thought that as the elected representative of the citizens that you represented the people.
Anyway, let’s get a few facts straight:
I personally have only taken one legal action. This was against the City Secretary for denying my application to be on the ballot for City Council, Place No. 1. The action was taken with the Fourth Court of Appeals who, in-fact, issued an order for my application to be accepted and for my name to appear on the ballot. This action was taken by the Fourth Court of Appeals even after the City Attorney filed documents stating that my name would be placed on the ballot by the City Secretary.
Mr. Mayor, given your actions of late (including the hiring of a Private Detective to follow me) I am certain that if any of my “allegations” or “propaganda” had been slanderous or defamatory to you or the City that I would already be defending myself in court. Rather, all of my “allegations” and “propaganda” have been based upon the “official documents” published by the City of Floresville and the relevant statutes and state laws governing municipal government.
As to your direct challenge that I have lied to the people of Floresville, I would first urge your caution before making such broad statements without supporting information and facts. As doing so only highlights your questionable motives.
I, unlike you, am more that willing to discuss with anyone, anytime, anyplace, the issues that are facing the City of Floresville without the limitations of “One Minute”, you are “Not on the Topic”, or the constant interruptions of the City Manager. When and if you can crawl off your self-proclaimed thrown and fairly debate the issues, I am more than willing.
Oh yes, one more thing. Before you run off at the mouth and publically accuse someone of not being a resident of the City of Floresville, may I suggest that you first check your facts with the City Attorney.

To assume that Jim is correct on all his out right lies , we must assume also that our CPA's, attorneys, engineers are incompetent. Although, you nor Jim are residents of Floresville, you are allowed to disagree with every action that the City Council has taken and will take in the future.
The City..will continue to flourish and be a vibrant City.
I am proud, very proud of our low tax rate, our low water/sewer rates ,and the continued transformation we are undergoing. Our rates are amongst the lowest in Texas.
I have lived in Floresville for almost 52 years .. I DO KNOW WHERE WE HAVE COME FROM, AND I KNOW WHERE WE ARE GOING.

Let me tell you what makes me proud of Floresville. The people make me proud. They don’t make the most money, live in the best houses or have the best education, but they work hard to make their families and themselves better. I don’t think I have met anyone besides the Mayor and Joslin who I don’t like. The Mayor is arrogant and incompetent. Joslin is a mean person, incompetent and overpaid. His experience and education would never justify his salary. I am not a big fan of Pena as he has allegedly cheated on his wife. Everyone else here is sociable, caring for their neighbor and genuine. I want residents to have opportunities to make their life and children’s and grandchildren’s life better. For a community and its spending priorities, infrastructure is the key to growth. Education and training (which FEDC is not funding enough of) is the second. With infrastructure and a trained workforce, we can attract better businesses. A convention center and sports complex does not sustain growth or build a community. It just makes those who want things named after them feel good. Let’s elect someone who has a plan; a plan for sustainable growth, and a plan for a better place for people to live and to better themselves. I don't care who the Mayor is. I am not voting for Gomez. The numbers are the numbers. I live downtown Floresville, too. I am not proud of Floresville as the education system is poor. The population is uneducated compared to the averages in Wilson County and the State of Texas. The roads and drainage in Floresville is terrible. The drinking water system is outdated and needs severe upgrading. The sewer treatment plant is undersized and needs upgraded. The money spent on Wal-Mart sewer system was a waste. The housing in Floresville is poor and zoning and planning continues building mobile home parks and RV parks. Drive around many streets downtown and it doesn’t look pretty. City resources are being over used. The current Mayor seems to be unresponsive to concerns of all citizens. No matter, he is leaving. A fair and balance discussion on what is in the best interest of the city through proper planning is missing. Whoever the next Mayor is I hope she is more in tune with Planning. As I have a Master's Degree in Environmental Science from UTSA which includes planning, I am appalled by lack of City Planning. Below is the mess you are telling me is no risk. If the FEDC or 4A doesn’t pay their bill, the City of Floresville must (State Law).

Sports Complex $2.1M over 30 years at 3% (generous rate): $106k/year or $150k at 6%
Add personnel cost and administration cost and other FEDC costs, the annual average cost of operating FEDC is $125k/year. It will take $106k/year to service the debt on the sports complex plus the city will pay for maintaining. Add on the cost of FEDC operating costs of $125k/year and FEDC annual costs will be $231k. So, yes if the FEDC stops spending money on other things it would be able to support the Sports complex as its Sales Tax revenue is over $540k/year and will go up. However, FEDC has run a deficit the past 5 years that I have shown and is public record. Further, the rate for loan has not been announced but it will be likely closer to 6% with some financing fees around $100-200k. So, annual principal and interest payments will be closer to $150k. Spending $150k plus maintenance costs on a couple of sports fields should be voted on by the Citizens of Floresville or at least the Citizens should have more input on the priorities of the FEDC. FEDC should be creating better than grounds keeper jobs for the City of Floresville because they are on the hook to maintain it. FEDC just paid FISD $200k plus is promising McCoy’s $270k. FEDC cannot serve two masters. Is FEDC for job growth or resident entertainment? FEDC promised lots of job training. Where is that money? Instead of funding a turn lane for the convention center, how about funding other infrastructure? FEDC paid $700k for the sewer upgrades at Wal-Mart when the funding could have been used for more important sewer upgrades. How is FEDC going to pay for all the upgrades required in the industrial park? I would like open discussions and real number debates. At the end of the day, maybe a sports complex is the best for the residents not because of job growth, but because we would like more local entertainment. Please make that argument and I would more likely support the complex, but someone has then got to reel in FEDC as year after year of deficit is a risk for the City of Floresville.

It takes $393k/year to get the Convention Center open. The most they have generated from leasing in a year is $78k and the most they have generated from sales tax is $228k.
So, the revenue the convention generates is $306k and the expenditures is $393k. The convention center is operating at a loss of $87k. The City of Floresville has injected numerous projects into the convention center like speakers and upkeep, etc. FEDC put the highway turn lane in. The 3% interest was very generous. The convention center will have to re-negotiate rates soon and pay another marketing fee which cost $800k last time. So, the real cost of the loan in 2014 will be around $5.8M +800k = 6.6M at 6% or $475k/year in 2014.
RECAP for Convention Center: The Convention will NEVER generate enough revenue to cover its cost. The City will continue to have fund improvements and upgrades and if the interest rate gets as bad as I project, the convention center will never be paid off by the convention center economic corporation (4A)

(4)Ground keeper jobs as you mention are very real to
to the people who have them.The White House is kept
by ground keepers.Our historic court house is kept

(5) The commisioners and the Judge should have kept a
better eye on it instead of passing out cookies.

say is that everything begins small and in the

As for great things your mayor has done for the city, I don't know what they are. According to you, everything great (convention center, Ballparks, etc) is not taxpayer money but it is being paid for by the economic development corporations allowed by State law. Funny, I thought they collected a sales TAX. This money should be used to create “real” jobs not government ground keeper jobs.
Then, you support an outrageous salary for city manager, $80,000. So, you are another government employee making over $100,000. Good for you. You are not the only one but some of us make in the private sector.

Example: Some residents did not like the idea of a Event Center, but eveyone who reading this and most residents I know, has at least attended one event in our nice Event Center and enjoyed themselves. We never had a facility like this... I for one, think my grandparents and thier grandparents would be proud where we are today as a city. Well, if you knew them, if you were from here... went to school here... went to church together, then you would understand. But if you do not have roots here, you MAY not understand. And if you are a resident and supporter of these RADICALS, who choose to be so "CONTROVERSIAL"... remember when we were with a mayor who wanted NO CHANGE... We as a city must do is right and stick together.
So maybe some changes are needed, but most can be resolved with a simple conversation. We have never been this size everyhting is new... lets work together. Also, maybe we residents do not know the laws and understand why some decsions were made... As children we didnt always understand why our parents did what they did, but as we got older and had our own children/grandchildren we understood perfectly why... the point I am trying to make is COMMUNICATION is the answer not RADICALS like these people in office. Get in involved, yes talk to our leaders. Get involved. DONT just sit and judge if you dont know the whole story/reasons. Working together will give us what we need... but working with RIGHT people is important NOT RADICALS like these.

The engineering study provided by M&S Engineering made several recommednations to the City of Floresville to support growth. This document is on the City's web page and entitled "10-Year Master Plan". It does not include some needed information (specifically costs, timelines, and funding sources).
Page 11: Population Projection Results. Beginning in 2013, M&S Engineering project 1,337 new residents per year in the City of Floresville.
Page 45: "Some master plans reveal a competing list of projects each with approximately equal priority which are difficult to set an order of recommendations to. This is not the case with the City of Floresville as on project has emerged above the rest in the course of this evaluation completed by M&S Engineering. The top priority for Floresville must be beginning the process of upgrading the wastewater treatment plant before potential violation begin to occur."
Page 45: HIGH PRIORITY Develop a Zoning Plan. "The current Floresville zoning regulations are both confusing and incomplete."
Page 46: HIGH PRIORITY Develop a water model of the Floresville water system." While the water system as a whole is prepared for increased population it is impossible to determine if water pressures will hold and walter quality remain(s) consistent as new piping is added."
Page 46: HIGH PRIORITY Upgrade Waste Water Treatment Plant. "This cannot be emphasized enough. Although there are no current violations, the potential for continued rapid grown made up of projects which have already been presented to the City in one for or another will quickly push the cit over the previously described benchmarks handed by TCEQ. Accordingly, the city must move quickly and decisively to begin the process of expanding the plant."
Page 46/47: HIGH PRIORITY Replace the Pecan Street sewer line. "This line has been seriously compromised by tree roots which have permanently and irrevocably damaged a section of the line.
How much are all of these projects going to cost? How will they be funded? The answer is that we do not know. As a candidate for City Council Place #1 I have stated that I will submit a resolution to freeze all city spending on everything but essential city services until such time as the answers to these questions can be obtained.
A Comprehensive 10 Year Master plan that includes requirements, costs, timelines, funding sources and priorities is needed to PLAN for the growth of our City.
A Comprehensive 5 Year Plan for all City Departments that includes requirements, costs, timelines, funding sources and priorities is needed to PLAN for the growth of our City.
When the City of Floresville has it's house in order (Specifically those things that it is responsible for water, streets, sewer, and public safety) we can begin to expand to the non essential City Services.
NOTE: Page 47 of the M&S Engineering evaluation report:
"LOW PRIORITY
The remaining recommendations, all of which are lower priority are summarized in accordance with the infrastructure category in which they fall.
2. Parks
Park facilities should be built behind the community center to fully utilize the site. Bathroom facilities at Pecan Park should be upgraded.....A pecan tree revitalization plan should be put in place at Pecan Park to ensure the trees continue to be there for generations.....Finally opportunities to develop small parks in underserved areas should be sough as land and funding becomes available."

Mr Morones and Mr. Guerrero have proven by their action they are of high character. They have taken a lot of criticism from their once friends on the council. ... It has taken an enormous amount of courage to step up and do the right thing.
I know this must weigh heavy on them. Our town would be in the toilet with them.

I, for one, am incredibly proud of Morones and Guerrero for what they have become. But let's break them down individually, since you want some "honesty".
There's no doubt that Morones is poorly educated. There's not a soul in Floresville politics that isn't acutely aware of his reading comprehension skills. In fact, this so pleased the mayor to no end when Morones first ran, and the mayor campaigned with and for him. It made him easier to control. However, due to his childlike demeanor that comes with a failure to develop a conniving mind, this fact has worked to Morones' advantage because he sees things as one of two ways- right or wrong. And when it's wrong, he utilizes very succinct conversational skills to relay his message. This aspect of Morones' condition frightens the mayor, Castillo and Gomez- and for that reason they have now "cut" Morones from their inner circle.
Additionally, I understand that Morones collects disability payments. If those parents are related to his learning disabilities, then it is incumbent upon the City of Fliresville to provide him an agenda further in advance, ensure that he is provided a person who can assist him in understanding the documentation, as well as both long and short-term effects of each agenda item. Much like if he exhibited physical disabilities, if he were blind or in a wheelchair, the City MUST provide reasonable accommodation.
I'll get to Guerrero in a minute, but want to give y'all time to discuss.

The whole darn town knows about your trysts and resulting little problems, so don't think that they can hold that over your head.

We cannot allow to have "business as usual" any longer. We need good leadership to take us into the next few years. Infrastructure, water needs, new sewer plant, roads repaired, etc. That's what we need, not a new sports complex. Please consider what the candidates have to offer and vote for them. There are a few points I would like to make. 1.All of this would have been avoided if Gomez would have just resigned when he said he would instead of delaying it. He would not have been able to vote on his replacement and Flores was absent. That left only Castillo. Gomez was only concerned about the person that would have replaced him instead of what was best for the city. So he postponed his resignation. Now, because there was no quorom on the 21st and 23rd, it will be up to the citizens of Floresville to vote on his replacement. The Mayor, Gomez, Castillo and Flores are the ones to look bad in all of this. 2.We know that the Mayor has been having mtgs in his home with just enough people not to get into trouble. Castillo has even met with the Mayor in his office hours prior to city council mtgs. This proves the point that much of the business is already taken care of prior to the scheduled mtgs. You can tell also because of the way the mtgs are conducted. The Mayor does now allow Morones and Guerrero much time to speak up and when the votes are taken they go fast. Castillo and Flores don't say much because they already know how they are going to vote. They don't care what the citizens have to say. Therefore, the Mayor is a very controlling person. 3.Flores posted on his facebook page that he would be in CC TX on Thursday. That was a lie. He did show up a few minutes late but you could tell it was all planned. Again, controlling mayor. 4.Gomez posted this on his facebook page that the bloggers on the WCN "they do nothing else but cause controversy and you do nothing but make things easier for my campaign." Yes, there may be some controversy but you are the reason for it, you should have resigned when you said you would. As for making things easier, you are correct. You have made things easier for people NOT TO VOTE FOR YOU. 5. Joslin mentioned Thurs night that the city is now in violation of the City Charter because the budget and tax rate issues have not been resolved. Oh yea? The City Charter has been violated several times because the city attorney is too afraid to speak up. The leave of absence granted to Flores and the hiring of Gloria Martinez were both violations of the City Charter. You have never said anything about that. 6.Finally, the mayor has behaved very badly. His final words thurs night were that we needed to talk to our friends, and that he could not understand what was going on. Really? You have caused this friction and division. If you would stick to the issues of taking care of the city, there would be no problems. You started out so well, but this past year you have really messed up. You will not have a legacy when you leave because we will only remember the end and not the beginning.
