Vehicle titling to require photo ID

Texans titling a vehicle in the state and first-time registrants soon will have to show identification.

The Texas Department of Motor Vehicles (TxDMV) board passed new identification rules in August. The rules were required as part of two new state laws (HB 2017 and HB 2357) that mandate identification for titling a vehicle and first-time registrants. This change does not apply to registration renewals.

Beginning Sept. 3, vehicle buyers can show any government photo identification if it includes a current photo, unique identification number, birth date, and expiration date.

Acceptable identification will change Sept. 1, 2013, ranging from state driver license or identification certification issued by one of the U.S. states or territories, passports, and U.S. military identification to U.S. Citizenship and Immigration Services documentation, among others.

These are steps toward creating more electronic services for customers, and ensuring the integrity of the motor vehicle database.

Planned in fall 2013 is the replacement of paper titles with electronic ones, or “eTitles,” to help vehicle owners keep track of their titles and help reduce title fraud.

TxDMV services online include registration renewal, email registration renewal reminders, specialty plate ordering, customer address changes, vehicle transfer notifications, and vehicle transfer permits.

You can't cash a check without a photo ID. My 103 year Grandmother had a drivers license. My brother-in-law from Piedras Nigaras has a driver license and a Green Card. I don't see why this is a big deal.
