FLORESVILLE -- After being denied at the last meeting of the Floresville Planning and Zoning Commission, a proposed mobile home park was given the go-ahead Aug. 30.

The project, to be developed at 2220 10th St. by Oscar Garcia, was issued a special use permit during the July meeting of the Planning and Zoning Commission.

But when the developer decided to change his plan from including recreational vehicles (RVs) and mobile homes to strictly mobile homes, his application was denied.

Commissioner Philip Vipond was vocal regarding the proposed park, stating that a mobile-home park would not meet the harmonious requirement for a new business.

“I don’t see how it would be harmonious if they are not going to build commercially in front of the mobile home park,” Vipond said. “I am a little concerned the commercial space might not get built.”

David Strozier, the landowner selling the property to Garcia, said the developer is willing to work with the commission to ensure the mobile-home park is built to their satisfaction.

“These people are at their wits’ end already,” Strozier said. “Y’all have made them jump through hoop after hoop and they’ve done all you’ve asked. He’s willing to work with you and is a man of his word.”

Lou Rosenberg, attorney for the city of Floresville, inquired as to the reason for the commission’s denial at its previous meeting.

“The record did not give a clear indication as to your reasons,” Rosenberg said.

Rosenberg also informed the commission it could rescind the previous approval and subsequent denial in accordance with the wishes of the developer and start the process again from the beginning.

The commission voted to rescind both its previous approval and denial of the proposed plan, then voted to approve the mobile home park.

“It’s good that we can finally get this thing going,” Strozier said.

The Planning and Zoning Commission also:

•Approved to extend the current regulations for RV parks and flood damage prevention to the extra territorial jurisdiction.

•Elected David Jaramillo as secretary for the commission.

**In attendance: Committee members Philip Vipond, Teddi Harllee, Robert Leal, Chris Talamantez, and David Jaramillo; City Attorney Lou Rosenberg; City Manager Andy Joslin; City Engineer Larry Heimer; and Cyndi Nichols of the city permits office

Again - thank you Russell Wilson for taking steps to clean up all these various committees. This sent (it seems across the board) the message that these boards can not continue to make decisions on emotion or personal reasons. Again, ... More ›
