FLORESVILLE -- While the Floresville City Council has been unable to meet for at least a month because of failure to muster a quorum and the lack of a presiding official, councilmen John W. Guerrero and Mario Morones have called for a special council meeting Thursday, Sept. 13, at 7 p.m. Guerrero on Sept. 10 signed and posted an agenda at Floresville City Hall for the meeting.

The special-meeting agenda, linked below, lists several of the same items -- such as those related to the city’s 2013 fiscal year budget and tax rate -- that have been foregone since the council’s regular meeting that was scheduled for Aug. 23. Subsequent special meetings were scheduled which included these items, but those meetings also were canceled.

Morones said that he and Guerrero are trying to work with the mayor and his fellow councilmen.

“We’re trying to protect the citizens,” Morones said.

While another special meeting is scheduled for Thursday at 10 a.m., Section 3.09 of the city’s home-rule charter indicates that, “Any two elected officials may call special meetings of the city council at any time.”

“We just want to make it known that we’re not trying to stop city business, just the controversial stuff,” Guerrero said, referring to the ongoing issues related to a proposed sports complex and seating a successor for former Councilman Johnnie R. Gomez.

In order to conduct a meeting of the council, at least three councilmen and either the mayor or the mayor pro-tem must be present. The last time the council met was Aug. 9, which is why on Sept. 7, Mayor Daniel Tejada filed suit against Guerrero, Morones, and councilmen Jesse Christopher Flores and Sherry Martinez Castillo. A hearing in that case is set for 9 a.m. Thursday, in Wilson County District Court.

Dtr, you may request interpretive services for city council meetings by contacting city hall at least 48 hours in advance of a scheduled meeting you wish to attend.
