FLORESVILLE -- Following several meetings canceled due to the lack of a quorum or a presiding officer, the Floresville City Council met for a rare, 10 a.m. meeting today. The meeting followed the submission of an order by City Attorney Louis T. Rosenberg, which called for the dismissal of a lawsuit filed in district court by Mayor Daniel Tejada against four councilmen.
Tejada and councilmen Jesse Christopher Flores, Mario Morones, John W. Guerrero, and Sherry Martinez Castillo were rejoined by Johnnie R. Gomez. The former councilman was reinstated as part of the earlier court action.
During the meeting, the council discussed several items of city business. They also held public hearings on the city’s proposed budget and tax rate for fiscal year 2013. The proposed ad valorem tax rate is set to remain at 32.27 cents per $100 of assessed value. A second round of hearings is set for Monday, Sept. 17, at 7 p.m.

Lot of budget comments but am I the only one that thinks the council violated the Texas Open Meeting Act when they approved the motion made by Councilwoman Castillo on the agenda item concerning tax exemptions for property owners over 65? The agenda item did not contain the language to include a ceiling but I believe her motion included a ceiling. The Mayor tried to add Halletsville to the agenda item concerning the acceptance of vouchers but was reminded that the issue would have to be reposted. So why didn't the attorney or city manager repost the addition of a ceiling for property owners 65 years or older?

When someone uses "uh" a lot in their sentences, they are either really bad public speakers or they are trying to remember what they were told to say. "Uh, I can, uh, talk about that, uh, sewer line. We are not, um, trying to do any negotiating, uh, um...." Apparently, perez and the other guy are NOT on the same page. He had to explain that they are ONLY voting on a resolution not to the actual building of the project, this is just allowing them to do the study. Notice when he started talking about what was not scripted for him, the uh and ums stopped.
I do love how the motions have been pre-written for someone to read.
I do notice that when Jim was explaining the budget to them, everyone looked confused. The Mayor tried to cut Mr. Miller off, but he didn't and the point was across. Now everyone is scrambling, looks like the financial director and city manager need to get on the same page.
WAY TO GO MORONES!!! You can see them nervous and trying to cover themselves.

Dtr, you are correct, if half the people followed Tejada and Gomez and the other half followed miller then we would fall, but obviously the overwhelming majority of people have united with Miller, Guerrero, and Morones, look at the number of followers they had at the meeting today as an example of their strength. Tejada has not refuted the evidence when he has been caught lying on these blogs he just goes silent, and he always seeks to silence anyone who asks questions at a council meeting, so therefore you are correct once again "silence is golden".
