Eagle Ford: Stockdale utility rates to increase — for some

STOCKDALE -- The Stockdale city clerk will have more to do, with the adoption of two utility ordinances that will increase utility rates for those living in the Stockdale extraterritorial jurisdiction (ETJ) area. The rate increases were approved during the Sept. 17 special called meeting of the Stockdale City Council. Customers residing in the ETJ will have to budget more for utilities starting with the Monday, Oct. 1, billing cycle.

According to the water, sewer/wastewater, and natural gas service ordinance approved Sept. 17, “The City Council finds that in order to continue to provide water services to consumers outside the city limits, charging a higher rate for these services to those consumers is necessary to relieve the financial burden to citizens relating to the construction and maintenance of infrastructure to supply water resources.”

The water base rate for residential and commercial use remains the same at $20 and $25, respectively. One of the three step rates for commercial use has increased. The step rate of 20,001 to 50,000 gallons used will be $3.50 per 1,000 gallons, or an increase of 50 cents.

For those residing in the ETJ, the following rates were adopted:

•Base rate of $28

•Step rates of zero to 20,000 gallons used, $3 per 1,000 gallons

•Step rate of 20,001 to 50,000 gallons used, $3.75 per 1,000 gallons

•Step rate of more than 50,000 gallons used, $5.25 per 1,000 gallons.

A clause regarding master meters also was adopted. Recreational-vehicle sites will be charged $10 per rentable site. For those located in the ETJ, the charge is doubled. The fee, according to the ordinance, “will be in addition to rates charged for water usage at a commercial site, and /or ‘outside city limit’ use rate.”

The council also approved a sewage rate increase and added a grease entrapment clause for commercial businesses with kitchens and food preparation.

The council deleted the first 2,500 gallons of water consumption in the residential base rate. The new residential rate is $1.50 per 1,000 gallons. The commercial rate is set at $2.50 per 1,000 gallons for all volumes of water consumption, or an increase of $1.

Natural gas users will see an increase in the charge of each additional 1,000 cubic feet, to $6.78; or $5.78 if more than 100,000 cubic feet are used. The base rate of $18 for residential and commercial remains the same.

The residential trash rate of $15.49 per month for the first cart will remain the same, as will the commercial rate of $19.41 per month for the first cart.

For those living outside the city limits, the city’s agreement with IESI Texas Corp. will be $20.78 per month for the first cart, and $5 for each additional cart, with a limit of three carts.

Stockdale utility rates summary

The following utility rates (per month) will be in effect Oct. 1:

•Water -- Residential, $20 base; commercial, $25 base; outside city limits, $28 base. Step rates apply thereafter. Recreational-vehicle master meter charge: $10 for each rentable site located within the city limits; $20 per site in the ETJ.

•Sewer/wastewater -- Residential, $1.50 per 1,000 gallons consumed; commercial, $2.50 per 1,000 gallons consumed during a billing cycle.

•Natural gas -- $18 base for residential and commercial use, plus $6.78 for each additional 1,000 cubic feet; or $5.78 for each additional 1,000 cubic feet when more than 100,000 cubic feet.

•Trash -- Residential, $15.49; commercial, $19.41; outside city limits, $20.78. Also, a $5 charge for each additional cart, limit of three.
