New Floresville tax rate will mean $60K in budget cuts

FLORESVILLE -- The city council here now will be tasked with making approximately $60,000 in cuts to the fiscal year 2013 budget, after a 2-1 vote at the Sept. 27 Floresville City Council meeting brought about a reduction in the ad valorem tax rate.

The budget, as unanimously adopted by the council during the meeting, stood at $7,347,650. It included allocations for the hire of Comptroller Lara Feagins and for the city’s new collective bargaining agreement with the Floresville Police Officers Association.

Approval of the budget came after much cajoling from Administrative Services Director Sherry Pollok, City Manager Andy Joslin, and Mayor Daniel Tejada. This was after Councilman Sherry Martinez Castillo made a motion to approve the budget, which died for lack of a second. Her motion was followed by one from Councilman John W. Guerrero -- which Councilman Mario Morones seconded -- to disapprove the budget because it lacked appropriations for improvements to the city’s wastewater treatment plant. Guerrero also questioned the validity of the projected hotel/motel tax revenue.

Joslin said the wastewater treatment plant was not a part of the budget, because the city is planning to begin improvements in 2014. He also said the city was seeking funding sources, which Pollok said included the possible application for a low-interest loan from the U.S. Department of Agriculture.

“This budget should not be the carrot that is held over, because this budget is a working budget for the city, for the staff, and for the citizens,” Joslin said. “So please reconsider that. There is no reason not to approve this budget.”

Pollok and Joslin assured the council that the presented form of the budget could be amended at a later date, if the council decided to approve it.

When it came to the tax rate, Guerrero moved that the council should adopt the effective tax rate calculated by the Wilson County Appraisal District, which is 31.78 cents per $100 of assessed property value. The effective tax rate is the rate that would allow the city to collect approximately the same amount of property-tax revenue on properties taxed in both the 2012 and 2013 fiscal years.

Morones seconded the motion and the two voted in favor. Castillo, however, voted in opposition. Councilmen Johnnie R. Gomez and Jesse Christopher Flores were not present. The council’s action represents the end of the city’s longstanding 32.27-cent tax rate, which first was adopted in 1999.

The reduced rate will mean the budget, approved just prior to the tax rate, must be amended to accommodate approximately $60,000 in cuts.

For city residents, the new rate could result in an average of $4.82 shaved off their tax bills. This is because the appraisal district certified the average value of a home within the Floresville city limits at $101,508. Therefore, under the new tax rate, the average tax bill will be $322.59. This is slightly less than a 1.5 percent difference from last year’s average tax bill of $327.41, when the average taxable value for a home was $101,461.

Am I missing something? The gross revenues for the upcoming FY should be equal to the amount from the last FY, shouldn't it. The lower rate times the increase in property value should equal the same as last FY. Was there a $60K ... More ›
