As for Mr. Robles, I have never heard him say anything negative about anyone. I did question him on his website which I felt was weak. However, I watched all the "real candidates" at the forum that WCN has been so kind to put their website.
If the Mayor's job is to be the ceremonial for Floresville which is what Mrs. Garza said at the forum, Mr. Robles is the perfect candidate. I think all the candidates are weak and not someone I would have chosen to run for Mayor. The people available to run for office are small and the number of highly experienced leaders in Floresville does not appear to be significant. Anyhow, given the candidates that we have Mr. Robles seems to have the most leadership training and experience and appears to be an honorable man who wears his heart on his sleeve. He obviously cares about the youth. Can I vouch for him? No, I don't know him personally, but looking at what was available to me; there is no doubt in MY mind he has the highest character and will represent the City in the highest regard. If you are asking anything above being a ceremonial head, I don’t have enough information.
I am not saying Mrs. Garza or Ms. Jarzombek are bad. They are just not my choice as the jobs they have held do not appear to have enough leadership. Mrs. Gomez comments about her political experience also were a turn-off with me. Further, if she is truly a cousin to the current Mayor, I am not sure we are changing much.
Now, anyone who votes for Gomez appears to lack good moral judgment and someone I would prefer not to associate with. Mr. Gomez, a man charged with driving under the influence and not paying his taxes, is despicable. He could have killed me or someone in my family driving like that. Further, if the allegations are true that Mr. Gomez has not been kept up with his child support, he should put in jail.

And it was his sister that pressured Ms. Garza about how she would handle stress just because she is a woman. I have great respect for anyone who has served their country, but, I don't think that is enough reason to say he would make a good mayor. Your First Question: “do you think that the board members that serve the FEDC as board members at this point in time are competent, and furthermore do you think that cleaning house would better serve the FEDC?”
As I have stated before, if elected, I will propose appointments to the FEDC Board that are qualified and competent. If the purpose of the FEDC is economic development the board members should have experience the development of successful businesses. I, personally, do not know each of the current board members nor was I involved in their appointments and as such cannot speak to their qualifications. As to competency, their recent actions speak volumes.
Your Next Question: “do you think, like some people do that Rene Pena has allowed corruption in Floresville city hall? Do you think he has had enough evidence presented to him of wrong doing and has done nothing?”
Speaking to an issue without all of the facts is a dangerous thing for any person to do, particularly one running for office. I am aware of no evidence of corruption in City Hall and furthermore I am not privy to what evidence, if any, that has been presented to the District Attorney, Rene Pena. On the other hand, as the Newspaper has presented numerous questions about City Hall, I am surprised that the District Attorney has not made any public comment much less taken a position on the issues.
Your Last Question: “we know that you are a resident of Floresville and are a business owner here, you have done some work for the city before in the way of signs and also managed a web site, do you plan on continuing to do so or do you think it would be a conflict of interest?”
Yes, my businesses have done some work for the City of Floresville and have a contract with the FEDC for Web Site maintenance and updates. If the City Attorney advises that doing such business is a Conflict of Interest I am certainly capable of recommending a different source for these services to the FEDC. If elected, I can assure you that should I have a business interest in any issue faced by the City Council I will recuse myself from the voting as well as follow the guidance of my attorney and that of the City Attorney.

At least I know how to balance a check book, unlike the employees at city hall who were caught during the audit of not even knowing how to do that. The city, FEDC, Event Center; all those records need to be looked over with a fine tooth comb. In other words, I would not complain if my tax dollars were used to hire a forensic auditor to look over these financial records. Only a forensic audit would determine if anyone mishandled our tax dollars. I agree with Miller, as soon as the new council takes over accounts should be freezed, only the most necessary of expenses need to be paid and make absolutely sure that no one tries to destroy any records.

As I am not on the Board of Directors of the FEDC and have not been privy to what is discussed in their Executive Sessions I do not know the answer to the question.
I can assure you that the qualified and competent board members appointed in November of this year will be asking this question. I can also assure you that these board member will be looking at the financial records, in detail, of the F.E.D.C. Furthermore, I will assure you that if any wrong doing is discovered it will be turned over to the appropriate authorities be it County, State, or Federal.

Not sure how many signatures per page when signing your name, but I was in the top 5 on the sheet I signed. I personally believe that Councilman Morones has always acted in the best interest of our community regardless of popularity or what other people said.
Councilman Morones, Councilman Guerrero and I have spoken quite often. Specifically about the needs of our City. We are all on the same page when it comes to goals, however, we may disagree on which path or road to take to achieve the goals. And no, neither Councilman Morones nor Councilman Guerrero are puppets. Not to the current Mayor nor will they be to me, if elected.
Decisions made by the City Council must be informed decisions. I went to cast my vote today at City Hall and a man that lives out in the county was in front of me wanting to vote in the city election for Mayor. Fortunately he was not allowed to. Also, he did not seem to be showing the election workers any ID, but he finally said he lived in Brentwood Estates. I don't know why he was there in the first place, he was an older gentleman, maybe he was confused. If I were one of the candidates, I would appoint someone to watch the voting process.

The Floresville Economic Development Corporation reports to the City Council and it is the City Council that appoints the board members. These board members will determine who serves as president of the board as well as hire and set compensation for the executive director.
My position on the FEDC is clear and has remained the same since filing my candidacy.
All appointments to any board will be made with qualified and competent members of our community that are willing to serve the objectives of the organization, specifically in the case of the FEDC, economic development and primary job creation.
I will propose a resolution that directs the Floresville Economic Development Corporation to limit their spending to only business development that results in the creation of Primary Jobs.
I will propose a resolution that directs the Floresville Economic Development Corporation to function autonomous of the City of Floresville with quarterly reporting to the City Council.
If elected, I will be only one of 5 voting council members and as such can only propose the appointment of qualified and competent board members. As to the FEDC Executive Director, Jesse Perez. The executive director is hired by the board not the City Council and can only be removed by the board and NOT the City Council.

We have gone to long without audits and ensuring that they are doing business by the book. I doubt he will try to replace them, however just lime the city manager getting a 13% raise after the horrible audit revues, how is the raise justified. Everyone should be held accountable when it comes to spending tax dollars. Mr Perez need to show us why he is making so much money and what he has brought to our town. That should also include the Peanut Festival Association and the rumors that are floating around about how the court was caught drinking on the night that they were selected. FLORESVILLE - Mayoral candidate Johnnie Rene Gomez soon will have his day in court to answer the charge of driving while intoxicated.
Gomez was arrested on Dec. 30, 2011, in Bexar County at 12:39 p.m. A court date of Nov. 26 is set for Gomez's DWI case.
There is no charter provision which forbids a candidate with a pending misdemeanor from running for office. However, an investigation shows him to be indebted to three separate entities within Wilson County since 2004.
Records indicate Gomez owes the city of Floresville $119.56, Floresville Independent School District $599.28, and Wilson County $718.84, all for property described as Fair Park Sub. Block 3, Lot 3. The total owed to all three entities is $1,437.68.
This is according to information obtained from the Wilson County Tax Assessor/Collector's office. Further investigation revealed no such debts for any of the other city candidates.
The Floresville City Charter, section 3.02, states that candidates for public office must not be delinquently indebted to the city of Floresville. Under this provision, Gomez's seat may be declared vacant and the council may fill the vacancy as set forth in section 3.06 of the charter."

Every year over the past decade the valuation of property in the City of Floresville has increased. Although the rate has not increased the amount of property taxes paid by property owners to the City of Floresville has increased each year. From where I sit, the truth and the facts are that this is a Tax Increase.

A goal without a plan is just a wish.
Planning is an essential requirement of any endeavor, particularly when other peoples (we the taxpayers) money is used! The City of Floresville, under any administration, to move “forward”, requires a detailed plan that will provide direction and measure its progress and its success. The City Charter requires the City Manager to develop and update yearly a five (5) year plan that covers the budget and requirements of all City Departments. This plan should be coordinated with another plan called the Five (5) year Capital program plan.
Elected officials that are more concerned with service than are willing to demonstrate to the taxpayers how their tax dollars are being effectively and efficiently spent are being replaced all over our Country.
Lastly, the Mayor of the City of Floresville is the ceremonial head of the government and the political “leader” as you would call him or her. The City Council Members are the representatives of the Citizens, the Taxpayers, and the Business Owners of Community. It is the City Council that authorizes the spending of their tax dollars and it is the City Council members that are the fiduciary agents of the Citizens, Taxpayers, and Business Owners.
For the record, it is the role of City Council member that I am seeking, not that of a ceremonial or political leader.

My concern is that you exhibit the qualities of the numerous U.S. lawmakers who have recently shown us that their "side" is more important than the truth, as in allowing a government standstill rather than attempt to work together to address problems. Much of the conversation regarding the upcoming municipal election has been nothing but rhetoric without any basis in fact. I would hope that those involved would be willing to focus the discussion to the issues that face our City.
In addition to the races for Mayor, Council Members Place 1 and 2 is Proposition 1: “Approval of the reauthorization of a local sales and use tax in the City of Floresville at the rate of ¼ of one percent to provide revenue for maintenance and repair of municipal streets.”
I support this reauthorization of the ¼ of one percent sales tax.
In conjunction with the reauthorization of this sales tax I support a detailed and comprehensive street maintenance and repair plan. The current “Master Plan” only identifies priorities for street maintenance and repair. This plan MUST be developed to include what maintenance and repair is required, real costs, and timelines. The plan must include the installation of curbs and drainage.
The ¼ of one percent sales and use tax will provide an estimated $380,000 to the City of Floresville for the maintenance and repair of existing streets. With a comprehensive plan citizens will know what repairs will be done and when they will occur.

I found your post to be typical of the City’s leadership, without fact and purely a spin away from the issues that you stated truly exist. You have not addressed a single need of the City, but rather have stated that it doesn’t matter what the law states. You further stated that patriotism; the flag and the Constitution are suspect from your perspective.

And regarding "Truth is not the Majority" questions, for all time, man has debated what is "right vs. wrong." One of those subtopics is the issue of majority rule, versus individual rights. We are fortunate enough to live in a country governed by laws that hold individual rights most dear. Otherwise, a simple majority of "voters" could decide something out of the ordinary, like that Jim Miller be declared a reptile, and therefore ineligible to run for office.
Now that sounds rediculous, but imagine if every law and every rule was based on the "majority," and that merely meant the majority of registered voters who actually showed up to vote. As with our general elections, this would be a small sampling of the actual population, and decisions could be made by any small, organized group of folks who didn't really represent the whole community (like Tea Party members).
To prevent a small, organized minority from overwhelming the voting process as a majority, and hijacking the rights of others, we honor individual rights as sacred, thereby illuminating the fact that while the majority may typically rule, it doesn't make them "right."

What surprises me is that those few who have joined the finger pointing bandwagon, spearheaded by Mr. Miller, ignore their mistakes of fact and choose only to grasp at the negative in a repetetive manner akin to psychological torture. Say it's so long enough, and eventually some folks will believe it. Example: Mr. Miller is a resident of Floresville. Really? It doesn't matter what the law says about it. If he can run, great...if not, great. But to run for local office under any guise, claiming the untruth of residency, should give folks some concern. It does me, at least.
Then there's the matter of the two previous Boards Mr. Miller has been a part of in this City, without success. His standard operating procedure was to bully other members of the Board to do things his way, with little concern for others or professionalism, to the point that his tenures ended abruptly. Now, the bullying continues on a grander scale, using patriotism as the disguise.
If it's true that the best predictor of future behavior is past behavior, I've seen enough discord coming from Mr. Miller to know that his goals are suspect, his motives are bound by vanity, and his tactics are alienating, unkind and overwhelmingly without regarding for non-partisan decision making.
Are others guilty of some or all of these poor character traits? Of course. Their follies are discussed here daily. But Mr. Miller is no different, except for his peer group. These type of statements, by any candidate, bring into doubt their understanding of our history, our constitution, and of the people that they claim to represent. The only trick is debt control over the civic center. And the new council will be forced to run the numbers- future interest payments on the albatross for years, or stick a for sale sign on it and take the hit now. We know the cost of the loan is not sustainable. Maybe a cash buyer can at least break even.
And the mayor can thank his FEDC cronies for that. In their ineptitude and rush to push a sports complex they ran an illegal meeting. And the ensuing fallout pushes the sports complex right off a cliff.

Everyone says, so and so has moved this city forward, the only thing that has moved this city forward is Eagle Shale and not to mention, watch them leave as they are dwindling down because Karnes and Atascosa counties are expanding their infrastructures and business components for the companies. Floresville is not moving anywhere but stagnant. Mr. Joslin has done nothing but show incompetence and his "yes-sir" mannerism. His mistakes were blamed on a computer glitch. If you go talk to him about the budget he has to call in, now city secretary, Ms. Pollock to explain because he has NO clue as to what stuff is in the budget. Watch him twitch and stutter as he tries to explain the shortfall of the money. There is a reason why the Feds are still investigating the issue when he was with the Task Force. If he had any integrity he would of thanked the council for the vote of confidence and would of turned down the raise in an effort to save budget cuts from departments that need the funds and would of been satisified for what he has been getting, but as we all know he has no integrity, truth, or respect for anything other than himself. Luckily, Texas is an at-will state and he can be removed at any time with no explaination. There will be a new mayor and new council members that will get this city back on track. We need to expand our infrastructure to get this city moving forward! We need to have business-minded people moving this city forward. The mayor, gomez, castillo, and flores are all cowards and only showed this by not accepting Mrs. Tieken as a member of FEDC. This should only tell us that there is something they are trying to hide and do not want a true business woman on a business oriented corporation. Cowards, Cowards, Cowards. Not to mention approving the raise of Perez. He doesn't shop or live in Floresville yet we are giving him taxpayers money?

If we want to go on performance simply look at the last audit of his department. Numerous major deficiencies were found. Do poor evaluations justify a raise? Not to mention Castillo and the mayor were whining about being short 60k in the upcoming budget yet we give this guy a raise. I'm sure all the other hard working blue collar employees will not get a raise because all the money is going to Joslin. Is that what you call taking care of employees. Oh and one last thing, can you give some examples of what he has done to make the city move forward as you call it?

Regular City Council Meeting last night; entire Council present less Councilman Morones who had a commitment in Houston. Actions taken of note:
The Floresville Police Department was recognized by the Texas Department of Transportation for their participation in “Click It or Ticket” with a $3,000.00 check for use in training in safety equipment. Congratulations to Chief Herrera and all the members of the Floresville Police Department.
The new City Secretary, Sherry Pollock, was recognized as Employee of the Year. Congratulations Ms. Pollock.
Mr. Chappa was recognized as Employee of the Month for September 2012. Congratulations Mr. Chappa.
Councilman Gomez, Councilwoman Castillo, and Councilwoman Castillo voted to approve the 2012/2013 Budget of the Floresville Economic Development Corporation. Councilman Guerrero was the lone voice of question to a Million Dollar plus budget that lacked any semblance of substance and included a 5% raise to the Executive Director. Jesse Perez, Executive Director, did advise the Council that due to the pending litigation the loan for construction of a “Sports Complex” could not be executed. So even as the Mayor and his cronies attempted to by pass the will of the people and the petition to put this issue on the ballot, right has prevailed.
Another board member of the Floresville Economic Development Corporation has resigned (Rebecca Silva). Councilman Guerrero motioned to appoint local businesswoman Mary Helen Tieken to serve on the Floresville Economic Development Corporation. As Ms. Tieken would obviously be unwilling to vote as the Mayor would have her vote, the motion died for lack of a second. Councilwoman Castillo them immediately moved to table the issue. Go figure!
After 1 hour and 26 minutes in executive session Councilwoman Castillo motioned to extend the contract of the City Manager for an additional 2 years and included 13% in pay increases over the next 3 years (3% this year and 5% each of the next two years subject to his evaluation). These increases will take the salary of the City Manager to nearly $90,000.00/year making him the second highest paid public employee in Wilson County! There was no justification to this expenditure of taxpayer dollars provided to the number of citizens in attendance. The motion passed 4/0. Of note, it was Councilwoman Castillo who complained at length regarding the $60,000 change to budget due to the approval of the Effective Tax Rate. There were no questions as to where the budget would be cut to accommodate this increase in pay.
Mark your calendars for Tuesday, October 9th. A Meet and Greet is scheduled at the American Legion Hall from 5:30 - 8:00 p.m. I look forward to answering questions and hearing the concerns and recommendations that you have for our community.

If we look at the agenda for this Special City Council Meeting the Mayor is listed as the sponsor of agenda items but so is Councilwoman Sherry Castillo. This agenda was posted on the bulletin board at City Hall, on the 26th day of September, 2012.
By her own comments, Councilwoman Castillo may have forgotten but the facts are, per the published agenda, that the requirements of City Charter for two (2) council members to call for a special meeting were followed.
The reality is that this Mayor and his puppet council members are more interested in fast tracking their agendas than they are in representing the citizens of this community. This fact has been proven time and time again. Saturday's Special City Council Meeting was no exception.
There are only 33 days until the Municipal Election on November 6, 2012. The results of this election will impact us, our families, and our businesses for the next 30 years. A new mayor and new council can undo all of the damage done in the next 33 days.

I once advised our Mayor that those who live in glass houses should not throw stones. The same advise would also apply to those, hiding under the guise of anonymity, that accuse others of hiding under a rock not to mention unprofessional appearance and demeanor.
As you have obviously misread the news article in the Wilson County News let me share THE FACTS with all.
The question of legality was not because of attendance (or what the City Charter refers to as a Quorum) but rather on who's request was this "Special Meeting" called.
The Wilson County News reported:
"Morones also had questioned the legality of the meeting, stating that, according to the city charter, a special meeting must be called by two members of the city council.
“The mayor called this meeting by himself,” Morones said after the meeting. “I want to know who called this meeting with him. No one, because no one answered when I asked that question in an open meeting. All Sherry Castillo could say was ‘put my name next to it if you have to,’ but that doesn’t mean she had called it before.”
Floresville City Attorney Lou Rosenberg, after much questioning from the audience, did confirm the legality of the meeting."
The Floresville City Charter states:
Section 3.09, Meeting of the City Council:
"Any two (2) elected officials may call special meetings of the City Council at any time."
Section 3.10, Rules of Procedure:
"Three qualified members of the City Council, plus the mayor or mayor pro tem shall constitute a quorum to do business and the affirmative vote of a majority of those present and voting shall be necessary to adopt any ordinance or resolution."
Furthermore it was the Citizens that were in attendance of this "Special City Council Meeting" that echoed the same question, multiple times, to the City Attorney. It was until the Mayor yielded to the public outcry that the City Attorney answered the question about the legality of the meeting. He stated that the meeting was legal!
And to correct your reporting, Councilman Flores did not show up in 5 minutes. The facts are that Councilman Morones left before the scheduled meeting time of 1:00 p.m. The Meeting did not begin until approximately 1:25 p.m. when Councilman Flores showed up! The meeting minutes reflect the start time. May I suggest that you purchase a new watch or check your facts before bloviating.
I would also strongly suggest that you refer to the legal definitions of slander and defamation of character before posting on public pages in Facebook. Your subjective and uninformed posts regarding Councilman Morones do not skirt the definitions they are outright examples of them. And if you are unaware, acts of slander and defamation of character can lead to a significant financial liability.
