FLORESVILLE -- Discord continues on the Floresville City Council, after Councilman Mario Morones walked out of the special city council meeting Sept. 29 amid tense discussion with Mayor Daniel Tejada over a proposed sports complex.

Morones had requested tabling an agenda item dealing with an interlocal agreement between the city of Floresville and the Floresville Economic Development Corp. (FEDC). The agreement would obligate the city to maintain the proposed sports complex after construction, which would be funded by a $2.1 million loan incurred by the FEDC.

“I am requesting that we table this item until we can have more discussion with the people,” Morones said. “I am here to represent the people and they want more discussion on this item.”

After Morones’ motion died for lack of second, the item passed with a 3-1 vote. Morones then walked out of the council meeting, saying that he attended only because he wanted to table that item.

Morones also had questioned the legality of the meeting, stating that, according to the city charter, a special meeting must be called by two members of the city council.

“The mayor called this meeting by himself,” Morones said after the meeting. “I want to know who called this meeting with him. No one, because no one answered when I asked that question in an open meeting. All Sherry Castillo could say was ‘put my name next to it if you have to,’ but that doesn’t mean she had called it before.”

Floresville City Attorney Lou Rosenberg, after much questioning from the audience, did confirm the legality of the meeting.

During the meeting, the council approved a moratorium for all special-use permits within the city of Floresville and its extraterritorial jurisdiction for a maximum of 18 months.

Planning and Zoning Commission member Philip Vipond said the moratorium will allow the commission to draft a comprehensive growth plan for the city of Floresville.

“I do not think it will take the entire 18 months,” Vipond said. “It will most likely be finished in about 11, so we’re asking for a maximum of 18 months.”

The Floresville City Council also:

•Approved a special-use permit to establish a mobile-home park at 2220 Tenth St.

•Approved the Floresville City Hall holidays for 2013

•Tabled an action item regarding the 4A ground lease with the city of Floresville for the proposed sports complex and appointments of members to the 4A and FEDC boards.

Flores; City Secretary Margaret Aranda; Cyndi Nichols with the city’s permits office; and Planning and Zoning Commission member Philip Vipond.
