FEDC approves 2013 budget

FLORESVILLE -- The Floresville Economic Development Corp. (FEDC) has approved its fiscal year 2013 budget; the action came during the corporation’s Oct. 1 regular meeting.

The budget, which includes items such as payment to the city of Floresville for the Floresville Event Center and improvements to the Rancho Grande Business Park, passed as presented by FEDC Executive Director Jesse Perez with two exceptions: $6,000 was added for water drainage in the Veterans Park and the corporation approved a 5-percent increase in salary for the executive director following an executive session bringing. This brings Perez’s salary to $67, 202.

The amount for the budget’s expenditures totals $1,123,171. This includes $350,000 for the Rancho Grande Business Park and the $123,000 payment to the city of Floresville for the Floresville Event Center.

During the meeting, FEDC board member Juan Ortiz said Perez deserves his pay increase, as he had not received one in about five years.

“He does a great job for us and he deserves it,” Ortiz said.

Ortiz also suggested the FEDC evaluate the performance of the executive director every year.

“We should make it in the motion that we evaluate cost of living and job performance every year,” Ortiz sad.

Fellow board member Freddie Amaro made a motion to this effect, and it passed unanimously.

During the budget discussions, the topic of a sports complex came up, as the budget allocates $125,000 for sports facilities enhancement/expansion.

“There is a real need here,” Alfred “Fred” Gonzales said. “One of the allegations out there is that people are asking why we are doing this instead of the water and sewer. That is not the job of the FEDC. Thinking that we should use the sales-tax revenue we collect over there is ridiculous. We are focusing on things that are very necessary. Quality of life is a huge deal. The sinkholes out there are huge. There is a real problem with the erosion from the river that has to be fixed.”

Gonzales was referring to improvements to the city’s water and sewer treatment plant, called for by the city’s master plan. The FEDC has faced questions from citizens asking why it did not choose to fund the construction of the plant, rather than a sports complex.

The sinkholes in the fields at the Floresville River Park are due to activities of the river during past floods, Gonzales said.

Perez said the funds allocated in the budget were placed there to fix existing park facilities and are not a part of the pending litigation against the FEDC, though he did mention the funds were only set aside for the improvements. There is no specific plan for improvements yet, but Perez did inform the board he had contacted the San Antonio River Authority and is in communication with them to survey the park to decide what is needed. This work, along with all engineering fees, is free of charge, Perez said.

His comments referred to the legal action questioning the legality of a July meeting, in which the FEDC approved seeking a $2.1 million loan to finance a sports complex. Responsibility for the complex would be turned over to the city of Floresville after construction, as stated in agendas posted by the FEDC and Floresville City Council.

There are some interesting facts in the budget. The $270k money proposed for McCoy's is not listed. So, is FEDC funding or not funding McCoy's? I guess another backdoor project on the way. WCN, thanks for posting the budget
