I have served you for the past seven years as a Justice on the Fourth Court. As a former district court judge, practicing lawyer for more than 20 years, and adjunct professor at St. Mary’s Law School for 18 years, I have the experience a Fourth Court Justice requires.

The Fourth Court of Appeals hears appeals from 32 counties in South Texas. We resolve cases fairly and efficiently and have a great reputation among Texas courts. Our biggest issue is how to maintain our reputation for excellence and efficiency in the face of potential budget cuts.

The Fourth Court resolved approximately 846 cases last year and I authored more than 100 opinions. I want to continue to review our cases carefully and resolve them in accordance with the law and believe technology can help offset proposed budget cuts.

We are beginning to use technology to make the court more efficient and transparent. Our updated website provides more information to the public. We now accept e-Filed briefs and electronic records. I encourage you to review the Fourth Court of Appeals website. You will find information about the justices, the cases we decide, and our internal operating procedures. By making this information available to the public, we are more transparent and accountable to the public we serve.

Regardless of any budget cuts, I will continue to work hard to follow the law and resolve cases fairly and impartially. For more information about me, visit
