Kyle Dicke takes helm at FELPS — McMillan set to retire

FLORESVILLE -- As of Nov. 1, Kyle Dicke -- who was hired in April as the assistant general manager of the Floresville Electric Light & Power System (FELPS) -- is the utility’s general manager. This follows a unanimous vote Oct. 31 by FELPS’ board.

Dicke replaces David McMillan, who, after 16 years, is retiring Jan. 31, 2013. Because of ongoing business matters that include contracts needing a general manager’s approval, McMillan recommended that the board allow him and Dicke to switch jobs. McMillan will serve the remainder of his time with FELPS as the assistant general manager.

“Gentlemen, thank you for your confidence and your vote,” Dicke said. “I hope to be here for a long time.”

The board also voted to make Dicke its secretary/treasurer, a position McMillan previously held.

For serving as general manager, Dicke will be paid an annual salary of $120,000 per year, with benefits the same as McMillan’s, according to a vote following one of two closed sessions that took place during the meeting.

The second closed session pertained to an update on FELPS’ negotiations of a new wholesale power contract with San Antonio-based CPS Energy. Dicke said the board likely will take action on the contract at its Nov. 28 meeting.

McMillan said part of the discussions with CPS have related to ending the volatility of the purchased-power fees. Since FELPS lacks its own generating capacity, it has purchased wholesale electricity from CPS for the past 80 years. The amount it pays for the electricity fluctuates according to weather and other factors.

The purchased-power adjustment on bills mailed Oct. 26 reflects a $24.80 per 1,000 kilowatt-hour charge. Dicke said that this spike is a reflection of CPS’ activity during the triple-digit temperatures of July and August, for which it still is trying to recoup.

In other action, Dicke informed the board that FELPS will purchase two half-ton pickup trucks per the fiscal year 2012 budget. The trucks will be purchased from Caldwell County Ford, which submitted the lowest bid from among five dealerships. The Ford F-150s each will cost $19,126, with an additional $750 each for an extended warranty. Other bidders included Richardson Bros. Chevrolet and Polaris and Ancira Ford, both of Floresville, Koepp Chevrolet in La Vernia, and Grande Ford Truck Sales Inc. in San Antonio.

The board also approved FELPS’ 2013 operating and capital budgets. More about these budgets will follow in a future issue of the Wilson County News.
