ELMENDORF -- Residents who live and die here can make the city their final resting place, after the Elmendorf City Council adopted a cemetery ordinance during its Nov. 8 meeting.

The ordinance, effective upon adoption, is patterned after those related to municipally owned cemeteries in other Texas cities, said City Administrator Cody Dailey. It establishes administrative procedures for the approximately 5-acre burial ground located near the corner of First Street and Fifth Avenue. Cemetery plots cost $500 each under the new ordinance.

Also during the meeting, the council approved a resolution authorizing Dailey to execute agreements with Gunn Chevrolet and Schertz Bank for the purchase and financing of a 2012 Chevrolet Silverado 2500 pickup truck for the city’s water department. The truck, Dailey said, will become the department’s primary vehicle, with the current Dodge pickup truck becoming its secondary vehicle.

Dailey also said the city is purchasing the truck through the state’s buy board. It will be paid for with a 48-month loan with Schertz Bank, for which the city will pay $546 per month after a down payment of $4,000. The interest rate on the loan is 4.5 percent, Dailey said.

“We’re getting a truck with a little over $36,000 on the sticker price for a little over $27,000,” he said.

In other business, the council:

•Adopted the city’s investment policy.

•Renewed its interlocal agreement with Bexar County for designation of Dr. Thomas Schlenker as the city’s local health authority.

•Received word from City Attorney Michael Guevara that the lawsuit filed against the city by Kilowatt Park Land LLC was dismissed Sept. 26, after the firm sent the city a notice of non-suit.

•Received a copy of a new police policy and procedures manual from Chief Sonny Gonzales of the Elmendorf Police Department. The council will review the more-than-200-page document, which it is set to discuss at its December meeting.

***In attendance: Mayor Manuel Decena and councilmen Richard Rodriguez, R.M. “Andy” Anderson, Linda Ortiz, and Jesse Garcia; City Administrator Cody Dailey, City Secretary Roxanne DeLeon, Chief Sonny Gonzales of the Elmendorf Police Department, and City Attorney Michael Guevara.
