FLORESVILLE -- It was a historic day in Floresville Nov. 17 as the newly elected council and the first female mayor were sworn in at City Hall.

Diana Garza, Jim Miller, and Mario Morones took their oaths of office to cheers and applause Saturday morning as Floresville began a new chapter in its history.

“It feels great to have accomplished this goal for the people of Floresville,” Garza said. “Although I am the first female mayor, this election was not about me, it was about the people of Floresville and the betterment of our community. Things have changed and will continue to change in order for the citizens of Floresville to have their voices heard and their will carried out.”

Following the ceremony, a special meeting of the new Floresville City Council was held to modify procedural aspects of future meetings and to elect a mayor pro tem.

The council voted to begin each council meeting with the pledge of allegiance to both the United States and Texas flags, and to create a period at the beginning of each council meeting for citizens’ input on matters, whether on the agenda or not.

“This will give the people of Floresville time to say what it is they need to say without fear of being cut off mid-sentence,” Councilman Jim Miller said after the meeting. “The period for citizens’ input will allow for each citizen who wishes to speak a period of up to five minutes to say what they wish to the council.”

The initial agenda item had called for a 15-minute cap to the citizens’ input period; after deliberation, the cap was removed and the agenda item amended.

“If the people of Floresville, who we are elected to represent, feel the need to speak for two hours, then we’ll stay here and listen for two hours,” Miller said. “That is our responsibility as elected officials.”

Also during the meeting, the council:

•Appointed John Guerrero as mayor pro tem.

•Accepted the Nov. 6 election results.

•Adopted an ordinance implementing a municipal sales and use tax of 1/4 of 1 percent for streets maintenance.

**In attendance: Councilmen Jim Miller, Mario Morones, John Guerrero, and Sherry M. Castillo; Mayor Diana Garza; City Manager Andy Joslin; City Secretary Sherry Pollok; and Chief Lorenzo Herrera of the Floresville Police Department.
