FLORESVILLE -- Effective Jan. 1, two new commissioners will serve on the board of Wilson County Emergency Services District (ESD) No. 1. Terry A. Post and William Mercado were appointed during the Nov. 26 meeting of the Wilson County Commissioners Court. Post and Mercado will replace Michael Hanson and Larry Bratten, who have served since the board’s creation in November 2008. Reappointed to the board was Tommy Terry.

In a related issue, the commissioners approved conditions for the removal of board members of emergency services districts, including incompetency, or official misconduct under the Local Government Codes (87.011 or 178.001). This reads, in part, “violating a law relating to the office of director; or misapplying any thing of value belonging to a special district that has come into the custody or possession of a director by virtue of the director’s office.”

The commissioners also revisited an agenda item discussed during their Nov. 14 meeting, regarding a ban of non-native snakes. The commissioners adopted a revised dangerous wild animals and controlled exotic snakes ordinance that applies to the unincorporated areas of the county.

The ordinance defines a “controlled exotic snake” as a venomous snake not indigenenous to Texas. These are banned immediately.

The ordinance also bans other exotic snakes, such as pythons and anacondas (and hybrids); this goes into effect Tuesday, Jan. 1.

In the county ordinance, “no person within the scope of this order may possess a controlled exotic snake, even if that person possesses a controlled exotic snake permit from the State of Texas.”

In yet another safety concern, the commissioners tabled discussion regarding placing weight limits on county bridges and low-water crossings.

Pct. 4 Commissioner Larry Wiley questioned if the county can redirect trucks not used for agriculture purposes to alternate routes. The question was prompted by concerns for county bridges less than 20 feet long being damaged in adjacent counties as Eagle Ford shale exploration continues.

The discussion was tabled to enable Wilson County Attorney Russell Wilson to review what methods the county can employ to place load zone restrictions on a bridge, culvert, or drainage structure.

To facilitate any action, all commissioners were asked to list all bridges found within their respective precincts that would qualify for such restrictions and signage.

In other business, the commissioners discussed plans for the county to incorporate two recycling trailers, with one to be located in Stockdale and the second at the alternative school in Floresville. With the proceeds of a $12,000 Alamo Area Council of Governments grant, the commissioners approved the addition of a second trailer for an additional $1,300 cash match. More information will be made available when the commissioners finalize the locations and hours of operation.
