FLORESVILLE -- Change continues as the theme of the Floresville City Council, which is wasting no time in tackling issues facing the city.

During its Dec. 13 meeting, the council continued to appoint members to various boards and also attempted to garner information about the relevancy of some committees.

An audit committee was appointed, which consists of councilmen Sherry Castillo, Eric Rodriguez, and Jim Miller; Comptroller Lara Feagins; City Manager Andy Joslin; and two citizen positions which are pending appointment.

“The purpose of this committee will be to lead the process of selecting the independent auditor and direct the work of the auditor,” Miller said. “This was a charter amendment placed on an agenda in August and voted on by the council.”

The specifics of the River Bend TIF organization were also called into question as members of the council were curious as to the purpose of that board and why it hasn’t met in almost two years.

“The agenda item said to appoint members to the TIF board, but that was incorrect,” Miller said after the meeting. “We put that [agenda item] on there because we are more wanting an explanation as to the exact specifics of that particular organization. We tabled the item to get the proper representative in at a future meeting for further explanation.”

“With that agenda item, we wanted to direct the city manager to engage the other agencies that have appointments to the board, which are the state senator’s office, state representative’s office, the hospital district, and Wilson County, to figure out what is going on with this board, who haven’t met since January 2011,” Miller continued.

Discussion regarding other appointments became tense when Castillo nominated former Mayor Daniel Tejada to the Floresville Parks Foundation.

Laughter echoed through the council chambers, but Castillo defended her nomination.

“Danny has raised a lot of money for this city and for the children,” Castillo said. “He would be a great addition to the parks foundation.”

Castillo’s motion to appoint Tejada died for lack of a second.

Cindy Cranston, George Ramsdell, Douglas Jones, Tom Robles, Richard Halliburton, Jonelle Pipes, and Michelle Talley were nominated by Miller and appointed to the parks foundation.

During the city manager’s report, Joslin addressed the canceled Holiday Extravaganza, simply stating that upon the advice of City Attorney Lou Rosenberg, city staff and council would not be discussing the matter further, due to pending litigation.

Questions flew from frustrated citizens as to whether or not the $17,500 in deposits that the city of Floresville paid were going to remain with the artists, who ultimately performed a private show at the event center in place of the canceled extravaganza.

The council convened a scheduled executive session to consult with Rosenberg on the issue. The agenda item had been scheduled to deliberate a matter regarding the city manager, but the item was amended to reflect the consultation with Rosenberg.

After approximately 10 minutes in executive session, Castillo walked out of the meeting room, grabbed her belongings, and left the building. She did not return.

When the council returned to regular session, the item was tabled for discussion at a special meeting of the council, which was set for Dec. 17.

Also at the meeting, the council:

•Named Danny Aranda as the employee of the month.

•Heard a presentation from Jeb Brown of Brownstone Affordable Housing LTD, in which he proposed an affordable housing apartment complex to be built adjacent to the Randolph-Brooks Federal Credit Union.

•Appointed Eric Rodriguez to fill the unexpired term of councilman, Place 5, vacated when Johnnie R. Gomez resigned to run for mayor. (See related article, page 3A.)

•Set the dates for city council workshops for Jan. 8, 15, and 16 at 6 p.m.

•Approved the final plat for LRM Subdivision at the corner of Railroad and Third streets.

•Approved a variance for Ordinance 130.05, Discharge of Firearms or Fireworks at Riverbend, to allow a controlled, 15-minute fireworks show at midnight on Dec. 31.

•Approved the second readings of council directives 3 and 4, which relate to reciting the United States and Texas pledges of allegiance before city meetings and citizens’ input, respectively.

•Discussed the need for sports field enhancement, due to the river erosion and age of the facilities in River Park, and the need for a school zone light in the 2400 block of B Street by Floresville Middle School.

***In attendance: Councilmen Mario Morones, John Guerrero, Johnnie R. Gomez, Eric Rodriguez, Sherry M. Castillo, and Jim Miller; Mayor Diana Garza; City Manager Andy Joslin; City Secretary Sherry Pollok; Comptroller Lara Feagins; and Cyndi Nichols with the city’s permits office.
