FEDC board strives to get organized

FLORESVILLE -- Consistent with the current spirit of restructuring sweeping through City Hall, the Floresville Economic Development Corp. (FEDC) is taking a serious look at its 15-year-old bylaws. This was the main focus of a Dec. 17 special meeting of the FEDC’s board.

The board is set to act on its proposed amendments Jan. 7. Items up for consideration include:

•Number and selection of members, which will be amended to reflect an earlier vote by the city council. The FEDC board reached a consensus that board members should serve a maximum of two, 2-year terms.

•Allowing the president, vice president, treasurer, and executive director to serve as signatories for all checks. The bylaws did not indicate that the treasurer should be among the two signatures required.

•Striking the requirement that a board member state the nature of his or her interest when signing a conflict of interest affidavit prior to abstaining from a vote or a discussion.

In addition to reviewing the bylaws, the board members also asked FEDC Executive Director Jesse Perez to provide them with a list of his duties, so that they might write a formal job description. This issue became apparent after questions by board Secretary Mary Helen Tieken.

“Where is your list of duties?” she asked. “You don’t have a job description?”

“I serve at your pleasure,” Perez said.

While Perez has held his position for several years, the “executive director” position is nowhere mentioned in the board’s current bylaws. Furthermore, the executive director said he never has had an actual job description or an employment contract.

In other business, the board approved staggered terms for its members, after Tieken drew three names from a basket. The three she drew -- Jason Talley, Mike Herry, and Ray Lamberth -- will serve one-year terms, which will end in November 2013. Terms for the remaining board members -- Raymond “Ram” Ramirez, David Strozier, Andy Eubanks, and Tieken -- will end in November 2015.

The board meeting occurred simultaneous to a special meeting of the Floresville City Council, which involved a lengthy closed session. Because of this, the FEDC’s board met in City Hall’s employee break room. For more on the city council meeting, see related article page below.

Perez is as much a part of the corruption of the fools who are now out of office. To move forward, we must clean house at FEDC. Hire someone with actual economic development experience.

I would put him on a one year probation with expectations and if he cannot meet them (as a FEDC Director) then out he goes! Poth FEDC does not have a "hired hand" they do everything by their board. Why can't we? ... More ›
