Gleeson remains 4A board president

FLORESVILLE -- Bill Gleeson will remain president of the Floresville 4A Corp. board of directors, following a unanimous vote by the board at its Jan. 14 meeting. Gleeson, the board’s longest-serving member, has served as president of the five-member board since he was appointed in 2009.
The board also voted to appoint the following officers:
•Melissa Popham, vice president
•Paige Pullin, secretary
•Debra Conoly, treasurer
In other business, attorney Rob Killen of Kaufman & Killen gave the board an update related to the Floresville City Council’s Jan. 8 meeting. Killen said that the council and the 4A corporation board both agree that the board should be taking a greater responsibility over the corporation’s finances. Since June 30, 2011, City Manager Andy Joslin and his staff have been handling the bookkeeping. The new city council, in its efforts to bring order to Floresville’s fiscal house, wishes to bring an end to this practice.
“None of this can happen overnight,” Killen said.
“We want to make sure the city doesn’t just drop everything and say it’s your finances to handle,” Joslin said. “We need to approve a budget specifically for the sales-tax portion.”
Killen said that the corporation’s sales-tax proceeds only can be used to repay bonded indebtedness and administrative costs associated with the Lauro G. De Leon III Floresville Event Center. These funds cannot be used to pay for operations and maintenance, because these purposes were not identified when the city’s voters approved the corporation’s quarter-cent sales tax.
The transition back to the 4A corporation managing its own affairs is likely to include the board hiring consultants and outside firms to manage the Floresville Event Center. It also will include segregation of inflows and outflows of cash in the corporation’s books.
“If we ever intend to turn this over to another entity for management, they’re going to want to know what our finances are and what we spend,” Gleeson said.
He added, “You can’t operate a business unless you know how many dollars you have and what your expenses are.”
Organization of the corporation’s finances is one of the topics scheduled for discussion when the board meets again Monday, Feb. 4. The board also plans to begin work on a strategic plan that will be used in steering the corporation’s future.
