They knew Castillo and Gomez (spineless)!would vote yes and mayor would break the tie. As for looking for interim city manager, were looking for someone with the eduction, experience and knowledge on how to run the daily business of our city. We're 355k in debt, and that responsibility falls on city manager. What did Castillo do when 3 audits ago they found the city wasn't managing city finances? She motion to given Joslin a raise.

On the back it should read, with the previous regime, a deficiet that has bankrupt out city!
How ridiculous! We need to move on and fix the problems. You will always have the blame game, but we all know who the problem was. My advice, Councilmen Miller, Guerrero, Rodriquez, and Morones and Mayor Garza, move on and fix the mess and let's get our city back in the black. We are a failing town while all those around us are BOOMING!! Right now we are a laughing stock of the Eagle Ford Shale, we are the red headed step child! FIX IT!!! That is why we put you all in office. Leave Castillo behind, she has a lot to hide but it will come up eventually and karma will prevail. This was suppose to be a meeting to discuss how to get out of this mess, not to talk bad about a council member. The mayor should have squashed the insults and accusations, but I realize she is new to this. Facts are out there and Mr Miller presented them, not sure what it is that Castillo can't understand. Vindictive verbal assualt on an elected offical by so many, including a sitting councilwoman, deflected the real issue - competent overall operations management of the City of Floresville. The repetitive comments of support seems to have been an orchestrated narrative. It seems that the misinformation effort was a central theme throughout the evening.
The first citizen to comment used the term "fact verses fiction" but used incorrect financial figures regarding Legal and Professional fees. The city staff financial documents that reflected the actual fees were covered by Audit Committee on Jan 28th. These figures were read aloud to the citizens during the council meeting. But the councilwoman still castigated her fellow councilman with suggestions that he was the causal factor to the enormous growth of the Legal and Professional fees.
Three current members of the council were seated during the past two fiscal years - where is the public outcry for their part in the saga? Where is their acceptance of their failure to properly "...train, evaluate... the city manager as many spelled out during the citizen comments? Why didn't they take to heart the citizen's concern in 2011 for the financial management of the city when the citizens attempted to recall them for financial mismanagement?
The blame game continues - the computer glitch in the accounting software, the unqualifed user of the software, and NOW, it's all on the shoulders of an elected councilman who, as a citizen, two years ago merely voiced "the sky is falling." Hasn't this come to fruition?
Floresville, let's stop the emotionalism based on misinformation and personal relationships with the players. Let's understand that friends can have faults, lack certain talents, lack capabilities, or even merit dismissal from employment; but, remain our friend.

Last year the city attorney recommended that " Roberts Rules of Order" be followed to prevent personal attacks, rhetoric, and name calling so the city could conduct its business. I am deeply disappointed at the mayor for not putting a stop to the slanderous comments and vitriol coming from Danny's minions. Unfortunately we have come from not being able to speak as a concerned citizen for more than one minute to publicly lynching an elected official for hours. I am glad that the news did not record more of the debacle. I am also very disappointed at the clear bias that exists on the council as expressed by Castillio . It is one thing to have an opinion about certain issues but her clear attack of a fellow council member was uncalled for and honestly embarrassing . It is time that this council appoint a parliamentarian if the mayor or city attorney cannot provide appropriate decorum for conducting city business.

I wouldnt be the fall guy, if you know something, speak up, maybe the folks around here would give you a second chance. It takes a man to admit when he is wrong and I have never heard you once say that you were wrong in your accounting numbers or running the city. The "I built" shirts should have said in on the back "This mess". Can anyone honestly come on here and tell us all what he built. I heard the one guy who said he built a reputation for this town. Once again he stuck his head out and pointed the finger. But what he does not realize is that there are three pointing right back at him. I guess he should have been at the meeting yesterday afternoon and heard the breakdown of the numbers. Surprised Castillo didn't call him right away. She tried pointing the finger and got an earful!!!! Tejada forgets how much his foolish lawsuit cost the city. Only to drop it at the last minute! What do you call that???

In two audit meetings - nothing was mentioned or offered by the staff to take a pay cut along with the rest of the city workers. .. The idea the city staffers came up with was to shut down the city pool. If the city pool were handled differently it would probably at least break even. ..
The regular citizens that work for the city should not have to take the brunt of this mess. They had nothing to do with the inter workings of the city that let us arrive at this point of insovlency.

I am ashamed of all of this garbage that I am reading. It sounds like a bunch of children that want to blame someone or anyone for the mess that is currently the city budget. The current City Council and Mayor have a lot of heavy lifting to get this city back on track. We should be applauding them for finding this and thank God it is not 10 times higher as it could have been if the city had built another boondoggle like the sports complex. I suspect there will be some tough decisions that have to be made to right the ship and we should all look at this objectively and not through the prism of politics. Lets stop the bickering and roll up our sleeves and work together to get our great city back in the black financially.

Wake Up, city employees are not being scrutinize by the councilmembers you named. Had you attended the Audit Committee meeting yesterday (Jan 28, 2013), you would have seen and heard the City Staff's recommendations to resolve the insolvency issue. Mr. Joslin briefed that there were numerous UNFILLED personnel positions that were budgeted. If the city refrains from filling those positions, a lot of money would be saved. Agreed, those city departments many be shortmanned but if those positions have not been filled previously, then they have been short handed for a while.
For many others on this blog, Councilwoman Castillo asked about the large growth in the Legal & Professional Fees. Many have blamed Councilman Miller for the Legal fee increase BUT, City financial records that were read aloud at the meeting reflected the City paid $3,000.00 to defend itself from the Miller lawsuit. The total fees exceeded $300,000.00, that's only one percent of what the total City spent. The Miller blame game is a mere fallacy.

Where were they when it came time to do the budget and assisting in coming up with the city master plan. If they couldnt do it and more expertise needed to be hired, then it should have been budgeted or not hired. We had to hire outside help to come in and do the work, because those we hired (and paid pretty well) couldnt do. The former Mayor and council along with the FEDC paid some guy 9k to come in to an assesment on building a new sports complex. Who knows how many more assesments were done and work never done. Remember an assesment is simply giving a quote on what would need to be done and cost. Sounds like an estimate for work which most companies would do for free if given the chance to win the contract. I believe once we do the research and find out how many assesments the city paid for and who and where the money went, we might have some lawsuits coming, that is if the DA wants to do his job at some point

Wake up, when are you going to understand that this is not Jim Millers fault or Johnny Guerrero. We hired a city manager and gave him several raises. This guy makes well over 70k a year and his job is the day to day business and operational budget of this city. If he felt we were spending more then was coming in, he should have recognized that a long time ago. Now the former Mayor and a few of his (as you so called it "LAPDOGS), collegues (IE Gomez and Castillo), approved everything this guy did and even gave him numerous raises despite his mistakes in budgeting. We spent to much on folks to do analysis to build a sports complex, on engineers to do surveys and a master plan for the city(Which is the city manager function) and numerous other things they approved. They mismanaged our tax dollars and they all need to be held accountable. All you have to do is read and look at the math. Lets not be biased, because we know someone or they are good friends, lets put the blame where it really lies and move on to figure a way out of the mess they put us in. Seems to me like folks like yourself and others are trying to take the blame away from your compadre or friends and put it elsewhere. From boom town to broke.
An audit report shows city leaders in Floresville may be to blame for the town running out of money, despite all the new growth coming in from the oil and gas industry.
It's growth cities across South Texas are seeing, thanks to the oil and gas boom.
"I would say more traffic," said Anthony Garcia, who lives in Floresville.
"We see new families moving in all the time," said Mary Helen Tieken, a business owner in Floresville.
"I hope that it thrives, 'cause I feel it's come along way," said Garcia.
In Floresville there is that growth, but the city is also running into a big problem.
"For all practical purposes the city is broke," said Jim Miller, Floresville City Council.
In a report released by the city auditor the general fund deficit in 2011 was around $166,000 dollars.
This year that deficit now sits at about $355,000 dollars.
The report says the problems stem from lack of monitoring from city leaders.
Miller sits on the audit committee.
"The city spent well over what had been budgeted for legal and professional fees... accountants, engineers, lawyers," said Miller.
Now, at a time when most expect their city to be seeing green, Floresville is seeing red.
Some worry about how the city will continue to pay its debt on the new civic center and attract new business and jobs at the same time.
"We have so much prospective business that could come to our area and we want to sustain that, we want to keep that momentum going, but this is really a dark mark on our city government right now," said Tieken.
City Council will meet Tuesday night at 7 p.m. To discuss the audit report.
Councilman Jim Miller is calling for the resignation of the city manager who oversees city finances.
We spoke to the city manager and the mayor, but they both declined comment until after Tuesday's meeting.

Folks are put in charge to do a job and when they arent doing it competently, they need to be removed. Attorney fees to defend the city didnt cost us 350k in debt and had they been doing thier job, the attorney fees would have never happended.

Obviously the former council spent more then the revenues coming in. Its time government did its part and trimmed the fat, before it raises taxes for everyone else. Its like a checkbook, you have to budget and cant spend more then what you have. Obviously we didnt have a city manager to monitor that and you and your old council members all decided he was doing such a great job that you voted to give him a raise, even after you decided that the current budget and tax rate wasnt going to be enough to cover the city expenses. That just doesnt make sense at all. The new council will now have to take drastic measures and make the tough cut backs you and the old members obviously couldnt make. No one is to blame but the last 4 years of mismanagement of funds by the city manager and the council that voted to approve his budgets with lots of holes.

If they'd been budgeting properly, the city wouldn't have needed more money. But like most liberal-minded people in charge of money, they seem to squander what they've got and push the little guy for more. Well in this case, the little guy simply had enough and decided to push back. Resistance from the people (not just one man) is what the United States was built upon and it separates us from the socialist and the communist nations.
If Floresville ran itself like a business, it would strive to eliminate duplication when it comes to personnel. Private industry has had to do more with less in the Obama economy. Cities in other states have had layoffs, furloughs, wage freezes, hiring freezes, and more to deal with the gloom and doom that Washington has handed down. Why should Floresville be any different?

See a pattern here? Reduce City revenue, cause extra general fund spending by way of audits and legal fees, then blame others for the deficit.

I believe it is very important that they citizens understand how this will effect them all and understand that this new council will have to make some very necessary cutbacks that may offend or hurt some people who live in Floresville. What the citizens need to understand is that these are cuts that have to be made to get us back above water and not to torture or blame this on the new council members. They are simply going to have to make some really tough decisions to get back in the green. We cant do anything with contracts that are in place already, so only place to cut back is in jobs or benefits offered to city employees. Not sure if salaries can be reduced or if the city can furlough folks for a short period of time. The citizens have to come together and figure out what we can do to help our city get back. Wether that means taking your lawn mowers and cutting the city parks grass yourselves to get us by in the mean time or picking up trash along the roads, we have to do what we can to alleviate some of the mess that has been created. In time those responsible need to be held accountable, but for now, we need to figure out how we can help our city get back on track. I dont believe Mr Miller or the Mayor needs to come on here and explain things to anyone. This Mayor and council allows ample time for citizens to speak at the council meetings. City hall should be packed at the next council meeting if you care about this city and citizens who can help need to get up and speak and offer whatever service you can to the community to help our town. Its time for us to come together and work together to save our city

Wake up, go back to your hole, your simply trying to distract others into believing its all Jim Millers fault. Remember Mr Miller wasnt on the council the last 4 years and he wasnt the city manager. Put the blame where it lies, your primo Danny for allowing it to happen on his watch and the city manager, the guy responsible for the cities finances. As explained by the city comptroller, simply cutting back jobs or benefits to city employees isnt going to fix it. We cant raise taxes till October and wouldnt see any revenues from that for some time now. Only way out of this mess is to find another fool to buy the event center. I would simply close down the civic center, shut off the power and ac and close the doors. At least we save a litte on the upkeep and utilities. Still that wouldnt even put a dent in the defecit we face. A clean house approach and possibly laying off employees may be necessary. Its going to be a mess and we are all going to want to blame the current council and Mayor, but everyone yes even you Wake up, need to understand, that we didnt get into this mess overnight, this all happened while incompetent people, (Tejeda, Castillo, Gomez, and Joslin), were running this city. We are going to have to raise taxes and lay people off and people will be upset with the current regime, but lay the blame where it should be, the last administration. He is overall responsible for the city budget and if you listen to him talking in the beggining of the video, he plainly reads out that the city council put him overall responsible for the event center which oh by the way is losing money yearly. I hear Mr Miller trying to help Mr Joslin, but in my opinion, the guy isnt competent nor qualified to be the city manager. When is the hammer coming?????

The answer is simple: JM speaks his mind, others present don't. Committees and/or councils need to be balanced by thought-provoking, vocal members who can speak for themselves on behalf of their constituents to the issues at hand. I don't know that JM has all the answers but he is not afraid to let you know what he thinks. If no one else speaks up, you're in the same boat as the previous regime.

I think the council has a difficult decision to make when it comes to cutting jobs etc, I simply hope they dont cut too much of the blue collar workers and take a serious look at leadership such as the city manager and other higher paid officials. We need to ensure that they arent overpaid as it seems right now. Why did Joslin give Gloria Martinez a raise and who authorized it? We save alot of money when Perez left, lets look across the board at some of our higher paid officials be it at all levels and ensure that they are even qualified to be in the position or warrant the pay they recieve.
