Eagle Ford: ESD No. 3 board gets established

STOCKDALE -- The commissioners selected to form Wilson County Emergency Services District (ESD) No. 3 are off and running, with officers elected during their first meeting Jan. 22 in the Stockdale Economic Development Corp. office.
Lynn Ray West was elected president; August Moczygemba, vice president; Teri Wolff, secretary; Kirby Urrabazo, treasurer; and Todd Lawson, assistant treasurer. The ESD members were appointed during the Dec. 27 Wilson County Commissioners Court meeting. They were sworn in Jan. 22 by Wilson County Pct. 4 Justice of the Peace Richard L. “Dickie” Jackson.
Moczygemba, Urrabazo, and Wolff will serve a two-year term each, while West and Lawson each will serve a one-year term.
Wilson County Pct. 4 Commissioner Larry Wiley, who presided over the meeting until the election of officers, thanked the members of the volunteer fire department and the emergency medical services.
“Volunteerism is the backbone of Wilson County,” Wiley said.
Wiley invited Mike Hanson, the former president of Wilson County ESD No. 1, to address the newly appointed board members about the responsibilities involved.
The next meeting will be Thursday, Jan. 31, at 6 p.m. in the Stockdale Economic Development Corp. office with Stockdale Emergency Medical Services (EMS) Director David Rice and Stockdale Fire Chief Edwin Baker scheduled to address the board.
The ESD comprises approximately 350 square miles, including the city of Stockdale and the communities of Sutherland Springs, Pandora, Denhawken, and Kosciusko. Voters approved the creation of the district during the Nov. 6 general election. The matter was defeated previously during the May 2011 election by only 25 votes.
One of the responsibilities of the commissioners is to establish an ad valorem tax of up to 10 cents per $100 of assessed property value, with its sole purpose to fund emergency medical services in the district.
