FLORESVILLE -- Now that the Floresville 4A Corp. board is again holding regular meetings, members are striving to assume more control of the day-to-day operations of the Lauro G. De Leon III Floresville Event Center.

During the board’s Feb. 4 meeting, Debbie Bolf of the Wilson County Boys & Girls Club addressed the board about a proposal that would result in the club paying to lease space in the center. The club, which currently conducts youth sports and educational activities in the center, also runs a summer program. However, the club does not pay rent.

Bolf said requiring the club to pay rent could adversely affect the programs it offers to area youngsters.

“The Boys and Girls Club is supposed to be in the event center by the voters’ choice,” she said, referring to the proposition voters initially approved to create the 4A corporation.

“I truly understand you’re under a huge financial burden,” Bolf said. “I understand the story behind that. But we can’t run a successful summer program if we have to worry about getting bumped.”

The 4A corporation’s board president, Bill Gleeson, reminded Bolf that a previous directive by the Floresville City Council placed City Manager Andy Joslin in charge of the event center’s operation. Contrary direction has not been given by the council, so he suggested that Bolf address her concerns to the city manager.

“The fact is, right now we have to be on a profitability basis,” he said. “I understand that this will hurt your activity and it may hurt others. We are powerless to do anything about this problem at this particular time.”

Attorney Melissa Killen of Kaufman & Killen reminded the board that other nonprofit organizations using space in the center pay rent, per contracts previously negotiated by the board. The Girl Scouts and the Community Council of South Central Texas each pay $500 per year, while the Alamo Area Council of Governments pays $1,200 per year, because it also utilizes space to park its minibuses.

Gloria Martinez, who works in the event center, said the classrooms typically rented by the club rent for $150 per day, with an additional $50 for cleanup.

Also during the meeting, the board adopted the corporation’s 2013 fiscal year budget, which is based on an anticipated $445,000 in revenue derived from an estimated $380,000 in expected proceeds from a quarter-cent sales tax and $65,000 for concession sales. Floresville City Comptroller Lara Feagins said these amounts are based on fiscal year 2012 figures.

Expenditures are expected to total $281,581, which includes $122,155 in transfers for debt service, and an additional $84,566 in revenue bond payments. An additional $65,860 is estimated for concession expenses. The corporation anticipates sending $9,000 in sales-tax payments to the state comptroller’s office.

In attendance: Board members Bill Gleeson, Melissa Popham, Debra Conoly, and Paige Pullin; attorneys Rob and Melissa Killen, Floresville City Comptroller Lara Feagins, and Floresville Mayor Diana Garza.
