FEDC addresses El Rancho Grande, OKs job description

FLORESVILLE -- Interim Floresville Economic Development Corp. (FEDC) Executive Director Raymond “Ram” Ramirez addressed concerns about the city’s El Rancho Grande Business Park in his report to board members during a Feb. 4 meeting.

According to Ramirez, some of the main issues at El Rancho Grande currently are the lack of roads, a deficiency in communication infrastructure, and the fact that there is a blanket easement over the entire property.

“There is no dedicated easement, there’s no setback lines, there’s nothing? Just a blanket easement over the entire property?” asked board member Ray Lamberth.

“On the frontage, there’s a 15-foot easement that goes along the highway,” Ramirez answered. “It was indicated by Verizon there is an additional footage that goes beyond the 15 feet.”

“If they go and put an 8-foot water main 10 feet off of their [a company’s] building, they couldn’t do anything about it but wish it wasn’t there,” Lamberth said.

“I don’t know what our obligations are and that is disconcerting,” board member Mary Helen Tieken added. “If someone has committed us to something and we don’t know what it is, that’s bad. We are going to have a meeting in the very near future to discuss the Rancho Grande Business Park.”

Also addressed by the board was its ongoing search for a new executive director, following the resignation of Jesse Perez in mid-January. As part of the process, the FEDC board has defined the executive director’s role and duties, following the board’s approval of a job description during the meeting.

This marks the first time in the history of the FEDC that the position has a job description and will require candidates to pass pre-employment background checks and drug screening.

According to the approved job description, the new executive director will be required to reside within the Floresville Independent School District within six months after employment begins and must maintain this residency throughout his or her term of employment.

In other business, the board:

•Accepted Raymond “Ram” Ramirez’s resignation as a member of the FEDC board.

•Appointed Andy Eubanks to the FEDC Finance Committee.

•Canceled an earnest money contract with New Haven Development to seek escrow funds from Reliable Title in the amount of $3,000. The cancellation was due to inaction on the FEDC’s part.

•Approved to file an insurance claim with the Texas Municipal League (TML) to recover financial expenditures for legal fees from the lawsuit against the FEDC filed by former County Attorney Russell Wilson regarding a potential sports complex.

The FEDC board also met briefly Feb. 8 in a special meeting to amend an escrow contract with Eric and Lisa Rodriguez regarding a property in the Lone Oak subdivision.

In attendance: Board members Mary Helen Tieken, Jason Talley, David Strozier, Ray Lamberth, Mike Herry, and Andy Eubanks; Interim Executive Director Raymond “Ram” Ramirez.
