If you want to upgrade the sewer you have to buy new pipe and new treatment systems. To address these issues you have to have money so the first step in addressing our infrastructure needs is to figure out the financial disaster and then figure out how to make the city revenue total more than expenses.

They were elected to fight for its citizens and stand up for them. That is exactly what Mr Miller is doing. Do you want him to just shut up and go with the flow? Although there are those that would like to call this discussion a personal issue of power, agenda, politics or race, the fact is that this is an issue of public information and getting answers to questions so that educated and informed decisions can be made by elected officials. Without all of the information, decisions are made blindly and can have devastating effects upon our City and our Families.
The entire City Council was elected to represent the citizens, taxpayers, voters, and business owners of our community. We, the elected officials, must seek out all the information, facts, rationales, and justifications for each issue regardless of the light that it presents the City. Once all of the information is in hand, educated and informed decisions can be made and direction given to City Staff.
Our City was informed by it’s independent auditor that the General Fund is in-fact insolvent and that there is a probability that the City will be identified as a going concern in their audit report to be issued next month. Furthermore, the independent auditor raised the question of how the City will be dealing with it’s debt service of in excess of $1.7 million payable in fiscal year 2015/2016.
The Audit Committee, by City Charter, is charged with making recommendations to the City Council on how to deal with this report and more importantly how to lead this City back into the black. Regardless of who serves on this committee, the recommendations of this committee must be based on solid facts, complete information, and the recommendations of professional service providers. To simply state that we want to allow current policies and procedures to work the issues out is an uninformed recommendation and could have potentially devastating effects on our City if enacted by the City Council.
The entire City Council must have complete and factual information before decisions are made. Specifically, as it relates to the City’s General Fund insolvency: What, if any, are the refinancing options for the debt on the event center? And, what will be the costs of refinancing this debt? What are the ramifications of the audit report listing the City of Floresville as a “going concern”? Will the City be able to acquire debt for the needed infrastructure projects? And, if that is possible, what will be the costs of that debt to the taxpayers? And, most importantly, what written policies and procedures are in place to insure that this state of insolvency does not repeat itself in the future? Any recommendations to address the insolvency issue facing the City of Floresville must address these questions.
My original plea to the Mayor, the City Council and Citizens of our Community was to ensure that these questions were answered before any recommendations were made to or acted upon by the City Council. This is not a personal issue, this is not political issue, this is not a race issue . . . this is a financial issue that will impact each and every one of us, (citizen, taxpayer, and business owner of our community) for years to come.
It is time, for the City Council, City Staff, and Citizens of our Community to put aside the non-issues and come together to acquire and evaluate all of the information (data, facts, and options) and make educated and informed decisions for our City.

To all the folks making input to this blog, I think most of you have never attended an Audit Committee meeting. The committee was duly appointed by the Floresville City Council to include two Wilson County residents. They, the committee, are asking for the data that has yet to be received. The Committee has worked hard with the city manager and staff to find solutions to the insolvency issues and has a set deline to make its presentation to the City Council by Feb 28 (this Thursday). This is the real issue.
The continuing issue, I believe, is a personal vendetta between a councilwoman and councilman. This issue is a smokescreen to distract the public and is obviously working. I challenge the residents of Floresville Place 1 to show up tonight and remind the rest of the city why you elected and now support your Councilman.

Please take note of the Special City Council Meeting scheduled for Monday, 02/25/2013 @ 6:000 p.m. called by Mayor Diana Garza and Councilwoman Sherry Castillo.
On February 20, 2013 I submitted a letter to the Mayor, City Council and Citizens of our Community calling for answers to questions that had been asked by the Audit Committee. I again posted this letter to this blog on Friday February 22nd.
In lieu of simply providing answers to the questions asked, the Mayor, City Manager and City Staff are attempting to gag this elected official who is only seeking full accountability and transparency:
1. They have obtained an option from the City Attorney that states that my appointment to the Audit Committee was a Self appointment and therefore illegal.
What they have forgotten is that NO COUNCIL MEMBER MAY APPOINT ANYONE. Rather, that a motion was submitted, seconded and unanimously approved by the ENTIRE COUNCIL for the creation of the Charter required audit committee and identification of those three council members that would be serving. The official meeting minutes reflect this.
2. They are proposing a resolution that prevents any council member from seeking information from any professional service provider unless that request is submitted through and approved by the City Manager, City Secretary, or Mayor.
This appears to be nothing less than a power grab and gagging of elected officials in a continuation of Danny Tejada style politics in the City of Floresville.
I thought that the City Charter stated that the Mayor Shall Have NO ADMINISTRATIVE RESPONSIBILITIES!
3. And after approving Council Directive No. 5 on January 29th that requires the City Manager to perform per his Contract and City Charter now the Mayor wants to resend it and reword it so that these are defined as NEW DUTIES and the 90 day clock does not apply nor will the approval of the financial reports by the Audit Committee.
Only the citizens, taxpayers and business owners of our community have the ability to prevent this clear attempt at preventing transparency and accountability of the City of Floresville.
I hope that all will attend this meeting and speak their opinions.

He was the one questioning the former Mayors on the cities finances and look what the audit came up with? The insolvencies was what he was saying was going to happen in this city. I never talked bad about the guy nor do I even know him, I simply stated the city has to make decisions that are based on planning, how this will assist us the city other then saving an officer some time. Well put Eagle, the incompetence in city hall workers has caught up with this city and brought it down. We have to set up these so called useless committees to figure out what the city manager can't seem to figure out. I believe somewhere in his job description it says, " day to day financial operation of the city", well he failed there. I only the Mayor has given him a review and it shouldn't be pretty. Would love to see the review. The ex Mayor sits at home laughing while is totally to blame for not keeping a tighter leash on Joslin. If you want to blame someone go see him. I rarely see his face in this town anymore but he can go to Houston and speak of us. Yes shale does bring a lot of bad things but we haven't reaped the revenues from it because the prior council and Jesse Perez did nothing. We gained a little Caesar in the last few years and Perez was busy padding his pocket and wasting money. Don't blame Jim Miller, blame Tejeda, Joslin and Jesse Perez. So easy for low-information voters to blame one person, especially if that one person don't look like you. What everyone in Floresville needs to do is look in the mirror at themselves. Years of incompetent people being hired for tasks they're unable to perform has caught up with you.
Hiring someone because "He's a good guy," "He's my cousin," or "We went to high school together," doesn't cut it. What's the point in having a job description if the one you hire doesn't meet the qualifications? Then that person has to spend countless hours with lawyers and "experts" to be instructed on the job he/she is already being paid handsomely to perform.
And then there's the self-serving puppeteers who hate anyone asking questions or speaking their mind. People who use their puny perches to exact power on the unintelligent masses, with only their own personal gain in mind. They use the politics of lies, deception, and race-baiting in an effort to endear people to their side and they dig their heels in even harder when someone proves them wrong.
Floresville, it's a new day! The old way don't work anymore. It's time to put talking into action, write some decent plans for your town's future, and then stick to them. And if an employee isn't pulling his or her weight, fire them, and find someone who will do the job for less money.

In what capacity was he being interviewed? Is he still speaking for the City? WOW. Should we call Houston and tell them the condition Floresville is in??

What has Eagle Ford Shale done for me? Absolutely nothing! Gas prices continue to go up. Why? The prices at our local restaurants are outrageously high. Why? Our streets are trashy and there are abandoned lots full of trash in certain areas of the city. Why? Our streets are in bad shape. Too much time is being spent placing the blame on certain people and no solutions have been discussed. I am not proud of my city right now. So why has there not been anything done? What is the hold up? Please remember Mrs. Mayor, you were voted in by the citizens with the expectation (that you toted while going door to door) that you were in it to get this city back on track. When the review came up at the last meeting, everyone was quick to draw their tails between their legs and allow this to continue. Why? Is someone twisting your arm, ear, reputation? Making promises that are surely outrageous? Why does anyone continue to put trust in our city manager and finanical staff? They have beyond proven that they are incapable of working the computer system and figuring out this cities budget.
What needs to be done? I guess why the San Antonio Express News continues to write about how cities are prospering because of the Eagle Ford Shale, they can put an astrict and state that Floresville is floating the Red River because the city cannot get it's finances in place. I know all the companies that have set up shop downtown and in city hall are LAUGHING their butts off because we are a HUB for the Shale and yet we are drowning!!!
