FLORESVILLE (revised) -- In a move that caught many by surprise, Floresville City Manager Andy Joslin, acting on behalf of several members of city staff, filed a formal complaint against Councilman Jim Miller during a Feb. 25 special meeting of the Floresville City Council.

The complaint identified several complainants, including Floresville Economic Development Corp. members David Strozier and Jason Talley; 4A Vice President Melissa Popham; Cyndi Nichols with the city’s permits office; Comptroller Lara Feagins; and City Secretary Sherry Pollok.

Although the complaint alleged Miller created a hostile work environment and participated in unethical practices, Joslin did not identify any specific event or set of events in his statement to the council. None of the complainants had submitted a written statement as of the meeting; Joslin, however, said they were willing to do so.

Also on the agenda for the council were the make up of the Audit Committee and its functions, as well as procedural issues regarding contact between the city’s elected officials and professional service providers. Following the council meeting, the Audit Committee met to address the city’s insolvency plan.

Untrue what "should" have been done was to keep employee actions out of the newspaper and handled in execute session with his peers. Running to the paper was ridiculous.
