FLORESVILLE -- City Manager Andy Joslin, taking a page from the city of Fort Stockton’s playbook, has presented the Floresville Audit Committee with Fort Stockton’s turnaround plan, which he hopes to implement here, as the city continues to address its insolvency issues, revealed during a recent audit.
Fort Stockton experienced many of the same financial pitfalls now facing the city of Floresville, and Joslin and City Comptroller Lara Feagins plan to use their methods as a guideline.
The turnaround plan for Floresville includes many paragraphs cut and pasted from the Fort Stockton plan; Floresville’s also follows the same general format.
Floresville city employees offered several recommendations, including, but not limited to:
•Continue daily monitoring by Feagins and her assistant.
•Limit the authorized personnel who seek services from legal and professional representatives.
•Adequately charge for services rendered in the Permits Department.
•Leave vacant five positions in the general fund and two positions in the water/sewer fund from the 2012-13 budget.
•Freeze salary increases.
•Analyze permit and water revenue rates.
•Privatize or partially privatize the Floresville Event Center.
In attendance: Committee members Jim Miller, Sherry M. Castillo, Eric Rodriguez, Doug Jones, and Deb Conoly; City Manager Andy Joslin; City Secretary Sherry Pollok; and Comptroller Lara Feagins.
Agreed all!! Funny thing is he couldn't figure out a plan that would benefit us and write it himself so he had to copy someone else's. That is PROOF he doesn't know what he is doing. He probably googled it!

Lets be honest, I dont believe the guy has the education or background to deal with the mess were in, but he sure knows how to put us in debt. He couldnt come up with a plan like this himself? I doubt it. We need a competent, responsible, honest city manager. Look at the mess we are in due to incompetent city manager and staff. Its time this city figure out who on staff is qualified to do thier job and hire folk who are qualified. When you hire family and friends without the proper qualification, it hurts everyone around them, especially the taxpayers
