Floresville Council rejects contact limitations

FLORESVILLE -- The city council here has voted down a measure that would have limited contact between elected officials and professional service providers to the city. The attempt to affirm a 2009 resolution passed by a previous city council failed during a Feb. 25 special meeting of the Floresville City Council.

The resolution, meant to prohibit contact between elected officials and professional service providers --except through the offices of the city manager, city secretary, or mayor -- was defeated after much council discussion.

“The original resolution was brought by the previous city manager and city council,” said Associate City Attorney Chris Hugg after the meeting. “In order for information to be accurate when disseminated to the council, it was recommended that it go through one central point.”

“I think that if I, as a councilman, need to ask the city attorney something, then I should be able to,” said Councilman Mario Morones. “I shouldn’t have to go through the city manager. What if my question is about the city manager? Then what do I do?”

Councilman Sherry Martinez Castillo offered a motion to approve the resolution, which died for a lack of a second. Councilman Jim Miller then introduced a motion to deny the council resolution, which was approved by a 3-2 vote with Miller, Morones, and John Guerrero voting for and Castillo and Eric Rodriguez voting against.

Also during the meeting, the council approved an amendment to Council Directive 5, section 1.01. The initial directive placed a responsibility on City Manager Andy Joslin and Comptroller Lara Feagins to present a monthly financial report to the audit committee for approval.

The amendment removes the audit committee component from the reporting process, replacing it with a monthly report to the city council.

“It is already in there that reporting must be done,” Hugg said during the meeting.

One of the main reasons for the directive was to ensure compliance with the reporting and review portions of the contract of the city manager as per the city charter.

Joslin was charged with reporting on the financial status of the city of Floresville and will be evaluated during the second regular May meeting of the council.

In other business, the council:

•Received a formal complaint from Joslin against Miller. See story, page 1A.

•Removed and then reappointed Miller, Castillo, and Rodriguez to the audit committee. This was a formal measure to ensure the appointments were properly conducted according to the city charter.

In attendance: Mayor Diana Garza; councilmen Sherry M. Castillo, Jim Miller, Eric Rodriguez, John Guerrero, and Mario Morones; City Secretary Sherry Pollok; and Comptroller Lara Feagins.
