Letter: Mayor does more than run council meetings

First, I am writing this as a citizen of Floresville. That is, I live here, vote here, I pay property taxes here, and more importantly, I’m directly impacted by what the city government does or does not do.

For some time now, I have heard -- and am bothered by it -- how our mayor has essentially no substantive role in our governance. It appears to be a concerted effort (conspiracy?) to have us believe that all she can do is run council meetings and participate in ceremonial events. Folks that want us to believe that use the “has no regular administrative duties” charter provision under subsection 3.01(b) as their authority.

Well, common sense should tell us that we don’t elect, and candidates don’t run for, a position that can only cut ribbons and wield a gavel. But, I don’t think folks are going to take my word for that; although I feel it in my bones that thinking folks just know that to be true. So I did some research -- I went to these people’s “bible” -- the charter! So here we go. Subsection 1.02 says “ ... all powers of the city shall be vested in an elective council ... referred to as the City Council which shall enact local legislation, adopt budgets, determine policies, and appoint the city manager ...”

Subsection 3.01 says: “the legislative and governing body of the city shall consist of a mayor and five council members and shall be known as the Council of the City of Floresville.” Subsection 3.10 says: “Three qualified members of the City Council plus the mayor or mayor pro tem (substitute for the mayor) shall constitute a quorum to do business ...” Subsection 3.27 says: “All powers (enumerates 17 broad powers) of the city and the determining of all matters of policy shall be vested in the City Council (remember 3.01, the mayor is part and parcel of the Council).” In essence, you can’t speak of the Council without including the mayor when the words are in caps!

Now let’s look at the “no administrative duties” bit. Subsection 3.08 says: “Except for the purpose of inquiry, the City Council (includes mayor, remember) and its members shall deal with administrative services solely through the city manager, and neither the City Council nor any member ... shall give orders to any subordinates of the City Manager, either publicly or privately.” In essence, the council members don’t have any more power than the mayor regarding administrative duties!

Thus, in view of the above, the assertions made by those who would “strip” the mayor of all her powers are absurd. In fact, the mayor has duties above and beyond those of the individual members. For example, she authenticates actions, i.e., resolutions, ordinances, etc. that come out of council meetings. In my view, she is the only one on the council who can speak for us as an individual.

The height of impropriety, to say it mildly, was the berating and scolding of our mayor at the March 14 meeting, for her trip to Washington -- by a noncitizen at that. I don’t appreciate anybody speaking for me on what we need or don’t need when they don’t have anything at stake. The mayor’s efforts were appropriate, proactive, and, if successful, helpful to our community.

What she was seeking -- available grants/assistance for communities like ours -- in no way constitutes handouts or bailouts. These would be no different from the almost $500,000 funding through Congressman Cuellar’s office and almost $2 million grant from the Economic Development Agency in support of the Early College Center.

In fact, they are business as usual and go hand in hand with what the city is doing internally. At the same time, it will place less burden on the people (remember we do things for the people).

We shouldn’t let egos get in the way.
