Near $1.2M spending plan proposed for FY ’14
FLORESVILLE (revised) -- Citizens will have the opportunity to weigh in on the Wilson County Appraisal District’s proposed $1,180,896 fiscal year 2014 budget at a public hearing set for Wednesday, June 26, at 5 p.m. The hearing will be held in the appraisal district’s office at 1611 Railroad St. here.
The balanced budget forecasts $992,483 in net operating income, with an additional $181,913 derived from collection fees. In addition to providing appraisal services for the county’s 27 taxing entities, the district also collects property taxes for the cities and school districts of Poth, La Vernia, and Stockdale.
The proposed budget, which was approved by the district’s board of directors at its June 4 meeting, calls for an overall increase of $36,990. Chief Appraiser Brian Stahl said one of the greatest factors driving the increase is the pending implementation of the Patient Protection and Affordable Care Act, which will mean new requirements for employee health insurance.
“We budgeted for a 35 percent increase on health benefits,” Stahl said. “We usually budget for 15 or 20 percent.”
The district also is considering moving its health-insurance renewal date from Feb. 1 to Dec. 1 in an attempt to better ascertain how the new law will affect its employees, he said.
According to the proposed budget, the appraisal district allotted $160,154 for employee benefits -- such as health insurance and Social Security -- during the 2013 fiscal year. For the upcoming year, however, this figure increases almost 16 percent to $185,584.
The spending plan calls for no increases in staff, but Stahl said existing employees could see a 5 percent increase in salary.
Also during the June 4 meeting, the board accepted the resignation of Ray Wolff, who was appointed to represent the city of Stockdale and the Stockdale Independent School District. A successor for Wolff, who recently was elected as that city’s mayor, has not yet been appointed.
