The Wilson County Commissioners Court is set to decide on the issuance of $8.5 million in certificates of obligation to finance various capital projects, following a 4-1 vote during its June 24 meeting, on a resolution related to the publication of notice to issue the debt. Pct. 1 Commissioner Albert Gamez Jr., who previously expressed concerns over the increased scope of the project and the push to proceed without voter approval, cast the dissenting vote.

According to the text of the notice, the sale of the certificates will pay contractual obligations to be incurred for:

•Restoration and renovation of the Wilson County Courthouse

•Renovation, construction, and equipping of the Wilson County Courthouse Annex No. 3 for a criminal justice center, county library, and county offices

•Renovation and equipping of the existing Sam Fore Jr. Wilson County Public Library for county offices

•Construction and equipping of a county animal shelter

•The payment of professional services and the cost of issuing the certificate.

The debt will be repaid from the annual levy of ad valorem tax.

Prior to the vote, during a brief public hearing, Poth Mayor Travis Pruski urged the commissioners court to reconsider issuing the debt and to seek other options for financing its objectives. He used the example of his own city, which has been able to complete projects without issuing debt amid a decade-long tradition of reducing its tax rate. This year, Pruski said, Poth is on track to finish with a budget surplus.

“Travis, with all due respect, you wasn’t in the same position we was in with the city of Poth,” said County Judge Marvin Quinney. “These are very different circumstances. We’ve a got much larger issue to deal with and we’ve got a much larger constituency to deal with. We’ve put a lot of thought into it, and we’ve been seeking a lot of professional work on it. I appreciate your thoughts and your comments, but it is a very different situation.”

Pruski responded, “I disagree. I think that debt’s never the answer to the government’s problems.”

In other business, the commissioners:

•Voted to relocate the county’s law library to the county library

•Voted to approve the library spending $7,200 to purchase a new Toshiba copy machine, provided a less-expensive option is not available from Xerox

•Voted to direct County Auditor Verna Gorzell to research the feasibility of the county purchasing document-shredding equipment versus hiring an outside firm.

In attendance: Wilson County Judge Marvin Quinney and commissioners Albert Gamez Jr., Paul Pfeil, Ricky Morales, and Larry Wiley; County Clerk Eva Martinez, Sheriff Joe D. Tackitt Jr., Treasurer Jan Hartl, Auditor Verna Gorzell, County Attorney Daynah Fallwell, Emergency Management Coordinator LeAnn Hosek, Pct. 4 Justice of the Peace Richard “Dickie” Jackson, Library Director Nicki Stohr, and Kristin Labus and Lisa Eberhardt of the Wilson County Auditor’s Office.
