Rewards Offered for Most Wanted Fugitive, Offenders

AUSTIN -- The Texas Department of Public Safety (DPS) has added Jimmie Jerome Hiners, 27, to the Texas 10 Most Wanted Fugitives list, and a cash reward up to $10,000 is offered for information leading to his arrest. DPS has also added Carlos Eduardo Rios, 22, and John Arthur Volker, 49, to the Texas 10 Most Wanted Sex Offenders list, and a cash reward up to $3,000 is now offered for information leading to each man’s capture. All tips can be offered anonymously.
Jimmie Hiners (top left photo), a known Bloods gang member, is wanted for aggravated assault and parole violation. Hiners has ties to the Dallas area, and his criminal history includes aggravated robbery, aggravated assault with a deadly weapon and assault causing bodily injury.
Hiners is 5 feet 8 inches tall and weighs approximately 156 pounds. His multiple tattoos include “POE” on the back of his left hand and a marijuana leaf on his neck. For more information, see his wanted bulletin at: http://www.dps.texas.gov/Texas10MostWanted/fugitiveDetails.aspx?id=206.
Carlos Rios (top center photo) has a criminal history that includes arrests for sexual assault of a child, and he is currently wanted for failure to register as a sex offender and probation violation. He has ties to the El Paso area, and has gone by the nickname “Shaggy.”

John Volker (top right photo) is wanted for indecency with a child-sexual contact and failure to register as a sex offender.His criminal history includes arrests for indecency with a child-sexual contact, involving two girls ages 3 and 9.
Volker is 5 feet 11 inches tall and weighs approximately 165 pounds. He has ties to Splendora, Spring, Conroe, Houston, and Humble, Texas, and has been known to work in restoration jobs. Texas Crime Stoppers, which is funded by the Governor’s Criminal Justice Division, offers cash rewards to any person who provides information that leads to the arrest of one of the Texas 10 Most Wanted fugitives or sex offenders.
There are four different ways to provide anonymous tips:
Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
Text the letters DPS -- followed by your tip -- to 274637 (CRIMES) from your cell phone.
Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.
Submit a Facebook tip at http://www.facebook.com/texas10mostwanted by clicking the “SUBMIT A TIP” link (under the “About” section).
All calls, texts, e-mails and Facebook messages are anonymous.
DPS investigators work with local law enforcement agencies to select fugitives for the Texas 10 Most Wanted Fugitive and Sex Offender lists. You can find the current lists -- with photos -- on the DPS website at http://www.dps.texas.gov/texas10mostwanted/.
Do not attempt to apprehend these fugitives; they are considered armed and dangerous.
