FLORESVILLE (revised) -- It now is up to the Floresville City Council to approve the Floresville 4A Corp.’s budget for the 2014 fiscal year, following a unanimous vote by the corporation’s board at its Aug. 5 meeting.

According to information prepared by Floresville city Comptroller Lara Feagins, the 4A corporation is on pace to end the current fiscal year with total revenue of $445,000. This includes $380,000 from its quarter-cent sales tax, and $65,000 from rental and concession sales at the Lauro G. De Leon III Floresville Event Center. The 4A corporation is anticipating ending the year with $281,155 in expenses. Subtracted against the revenue, this means it will realize an income of $163,845.

The picture changes slightly for 2014 fiscal year -- which begins Oct. 1 -- as the Floresville 4A Corp.’s expenses are set to increase as it continues its transition away from the city’s assistance in day-to-day operations. Board Vice President Melissa Popham said the corporation’s board will assume full financial control by 2015, per an earlier directive from the city council.

Expenses for the Floresville 4A Corp. include building maintenance, legal fees, bank-service fees, debt-service payments, and more. The corporation forecasts spending $335,314, while revenue is anticipated to reach just $402,000, which leaves an income of just $66,686.

Also during the meeting, the corporation’s board reached a consensus on a draft lease agreement for the Boys & Girls Club of Wilson County, following the recommendation of board members Leann Drozd and Debra Conoly, who comprised a two-member committee formed to address the issue. The terms of the lease agreement still are pending legal review and have not yet been agreed upon by the organization, Conoly said following the meeting.

But the corporation is proposing charging the Boys & Girls Club $500 per year to rent space in the center, which is the same rate charged to the Girl Scouts of Southwest Texas. If the group does not wish to pay rent, it only will be able to use rooms on a space-available basis, as paying customers will have priority.

Attempts to obtain comment from Debbie Bolf of the Boys & Girls Club were unsuccessful.

Be interesting to know exactly how the debt on the elephant is structured. Anyone know? And have all the financial documents ever been found? If not what is being done about it?
